About this file

This document is a Submittals Opening Sheet from the City of Kissimmee, Florida, related to RFQ2026013 for Construction Engineering and Inspection (CEI) services for the Connect Kissimmee Complete Streets Phase 1 project. The City solicited qualifications from FDOT pre-qualified consulting firms to provide CEI services for approximately 0.83 miles of complete streets improvements along Emmett Street and Broadway from Orlando Avenue to Neptune Road. The project includes a roundabout, tabled intersections, a road diet reducing Broadway from four to two lanes, bike lanes, widened sidewalks, signalization, rapid flashing beacons, and lighting improvements. Qualifications were due July 9, 2026 at 2:00 p.m., with the submittals opening occurring at 2:30 p.m. the same day. A non-mandatory pre-proposal conference was held June 17, 2026, with questions due by June 23, 2026. Contract award is anticipated by January 4, 2027, subject to City Commission approval. The CEI contract term is 703 calendar days following Notice to Proceed to the construction contractor, with construction anticipated to begin August 30, 2027 and reach substantial completion by May 30, 2029.

Nine firms submitted qualifications, with seven firms acknowledging receipt of Addendums #2 and/or #3. Compensation will be negotiated following selection based on staff hourly rates and direct costs, paid monthly within 30 days of invoice approval. The estimated construction cost is $13.5 million, with project funding derived from the FDOT Local Agency Program, the City of Kissimmee, and Toho Water Authority. The selected consultant must meet specific personnel requirements including at least one PE registered in Florida with two years responsible charge experience on roadway construction inspection, one PE with three years bridge or roadway construction inspection experience, one PE with five years CEI experience, and two engineers/project administrators with three years each. The project is federally funded and subject to Davis-Bacon Act prevailing wage requirements, E-Verify employment verification, and DBE compliance with an FDOT goal of 10.54 percent. Selection was based on weighted scoring criteria: Work Task Qualification and Project Understanding (35-45 points), Experience and Financial Capability (35-45 points), and Personnel Background Information (20 points).
