About this opportunity

The City of Tucson, located in Pima County, Arizona, is seeking proposals for Commercial Property Management services through RFP No. 240030, with the primary objective of managing various city-owned properties, including those acquired for transportation corridor projects and properties funded by the Federal Transit Administration (FTA). The scope of work requires a contractor to provide comprehensive property management services, which include securing new tenants, collecting rents, managing maintenance, providing detailed reporting, and ensuring compliance with FTA regulations. Proposals are due on September 11, 2023, at 2:00 PM local Arizona time, with a non-mandatory pre-submittal meeting scheduled for August 17, 2023, at 2:00 PM. The initial contract term is one year, with potential extensions for up to four additional one-year periods. Evaluation criteria will focus on the offeror's skill, knowledge, ability, experience, and pricing, with the City reserving the right to conduct interviews and perform additional investigations during the selection process. Pricing proposals must include options for both non-FTA and FTA funded properties, with rates based on either a percentage of rent collected or hourly rates for various professional roles.

The solicitation emphasizes compliance with Section 3 Program requirements, which mandate that 25% of labor hours must be performed by Section 3 Workers, with 5% of those hours completed by Targeted Section 3 Workers. Eligible contractors must meet specific criteria for disadvantaged business enterprises, with particular emphasis on businesses owned by low-income residents or those connected to public housing programs. Contractors must demonstrate the ability to prioritize employment opportunities for low- and very low-income persons, especially those receiving HUD housing assistance. While specific budget ranges are not explicitly stated, the comprehensive nature of the property management services suggests a substantial contract value. The City will require strict adherence to federal regulations, including HUD and FTA terms and conditions, which cover areas such as civil rights, environmental protection, lobbying restrictions, and procurement standards. Non-compliance could result in contract termination, sanctions, or potential suspension from future HUD-assisted contracts.
