About this opportunity

The Coffee County Board of Commissioners in Georgia is soliciting sealed bids for street and drainage improvements on Second Avenue in the Oak Park Community, with written questions due November 12, 2026 at 9:00 a.m. and bids due November 18, 2026 at 11:00 a.m. local time. The work is funded by a Community Development Block Grant from the Georgia Department of Community Affairs (Grant Number 25-P-Y-034-1-6780) and is subject to Section 3 of the Housing and Urban Development Act of 1968, which requires employment and contracting opportunities for low-income residents and business concerns located in or substantially owned by persons residing in the project area. A Section 3 business concern must meet at least one of three criteria: at least 51 percent ownership and control by low or very low-income persons; over 75 percent of labor hours performed by Section 3 workers during the previous three-month period; or at least 51 percent ownership and control by current public housing or Section 8-assisted housing residents.

Bidders must submit three mandatory Section 3 forms: Section 3 Self Certification and Action Plan, Previous Section 3 Compliance Certification, and Assurance of Compliance Certification. Contractors must demonstrate efforts to prioritize Targeted Section 3 workers, with emphasis on those living in public or Section 8-assisted housing or within a one-mile radius of the site, and must use at least three of seven designated recruitment sources. Non-compliance triggers email notice and ten business days to cure, with remedies that include fund withholding, contract termination, and debarment from future HUD-funded projects.

Scope covers furnishing all materials, labor, tools, equipment, and incidentals for street and drainage improvements totaling 0.657 miles. Work must comply with Georgia Department of Transportation Standard Specifications (2021 Edition) and applicable 2024 and 2025 construction standards. The Build America, Buy America Act applies, so iron, steel, manufactured products, and construction materials must be produced in the United States unless an approved waiver is obtained. Work must be completed within 270 consecutive calendar days of the Notice to Proceed.

Each bid requires a bid bond of at least 5 percent of the lump sum bid. The successful bidder must furnish a performance bond and a payment bond, each equal to 100 percent of the contract amount, within 10 days of award notification. Bids cannot be withdrawn for 60 days after opening. The county may select a successful low bidder after evaluating all bids, and it reserves the right to reject all bids and waive informalities.

Plans and specifications are available from Statewide Engineering, Inc., in Douglas, Georgia, at $200 per printed set or $50 in PDF format, both non-refundable. Bidders must obtain a certified bid package from the engineer to be considered. Written questions go to Mark Dill at mark.dill@swecivil.com or fax 912-383-6895. Proposals go to County Administrator Wesley Vickers, and late proposals will not be considered. Bids will be opened publicly at the Board of Commissioners Office.
