About this opportunity
The Florida Department of Financial Services (DFS), specifically the Division of Rehabilitation and Liquidation (DRL), is issuing an Invitation to Negotiate (ITN) No. 2526-01 to replace its current Online Liquidation Claims Processing System (OLCP) with a modernized technology platform. The procurement seeks a comprehensive claims management solution that will support workflow automation, improve customer service, and enhance system scalability and stability across multiple insurance lines, including property and casualty, workers' compensation, health, title, and continuing care insurance. The project requires a Platform as a Service (PaaS) solution capable of processing approximately 14.8 million policy records across concurrent liquidations, handling diverse claim types such as bond, employee, general creditor, guaranty association, and premium return claims. The proposed system must operate in a Service Oriented Architecture (SOA) environment, support multiple deployment environments, provide electronic document management, integrate with external systems via API and EDI, and maintain comprehensive audit trails. Evaluation will be conducted using a 100-point scoring system assessing vendor qualifications, including company history, insurance industry experience, project management capabilities, and alignment with technical and functional requirements. Responses are due by January 30, 2026, at 3:00 PM Eastern Time, with a public response opening scheduled for 3:15 PM the same day, and the Department intends to award a single contract based on best value to the State.
The ITN does not specify explicit set-aside designations for disadvantaged enterprises. The procurement is open to technology vendors capable of delivering a comprehensive claims processing platform, with no apparent restrictions on organizational type. The current system is an in-house developed platform that will be completely replaced rather than incrementally updated. The total estimated project cost is $8,225,658, with $5,441,293 requested for fiscal year 2025-26, $1,384,365 for fiscal year 2026-27, and $1,400,000 for prior-year planning costs. The contract will have an initial five-year term with potential renewals for an additional five years, and annual recurring operational costs beginning in fiscal year 2026-27 are estimated at $250,834 for platform licensing and support services. The cost-benefit analysis projects $11,286,508 in tangible benefits over seven years, resulting in a net present value of $1,798,232 and an internal rate of return of 11.48 percent. Funding is contingent upon annual legislative appropriations, and the Department reserves the right to make no award if determined to be in the best interest of the State.
