About this file
This is Addendum No. 1 to Invitation to Negotiate (ITN) No. 2526-01 issued by the Florida Department of Financial Services, Division of Rehabilitation and Liquidation (DRL), which modifies the timeline and provides responses to vendor questions submitted during the solicitation process. The ITN seeks a comprehensive claims management solution to replace the current Online Liquidation Claims Processing System (OLCP) with a modernized platform capable of processing approximately 14.8 million policy records across multiple insurance lines including property and casualty, workers' compensation, health, title, and continuing care insurance. The addendum reflects timeline modifications due to delays in finalizing vendor question responses. The deadline to submit questions was December 22, 2025 at 5:00 PM Eastern Time. Vendor responses and all required documents are now due February 6, 2026 at 3:00 PM Eastern Time, with a public response opening scheduled for 3:15 PM on the same date at the Department of Financial Services, Larson Building in Tallahassee, Florida, with an option to attend via conference call. The Notice of Intent to Award and anticipated contract start date remain to be determined.
The Department intends to award one contract based on best value to the State and reserves the right to make no award if determined to be in the State's best interest. The total estimated project cost is $8,225,658, with $5,441,293 requested for fiscal year 2025-26 and $1,384,365 for fiscal year 2026-27, with annual recurring operational costs beginning in fiscal year 2026-27 estimated at $250,834. The contract will have an initial five-year term with potential renewal for an additional five years. Funding is contingent upon annual legislative appropriations. No specific set-aside designations for disadvantaged enterprises are indicated in the procurement. Evaluation will be conducted using a 100-point scoring system assessing vendor qualifications, company history, insurance industry experience, project management capabilities, and alignment with technical and functional requirements. The solicitation is open to technology vendors capable of delivering a comprehensive claims processing platform with no apparent restrictions on organizational type.
