About this file
Summary
This is an Exhibit 1 Questions Template document for Invitation to Negotiate (ITN) No. 2526-01 issued by the Florida Department of Financial Services, Division of Rehabilitation and Liquidation (DRL). The ITN seeks to replace the current Online Liquidation Claims Processing System (OLCP) with a modernized claims management platform capable of processing approximately 14.8 million policy records across multiple insurance lines including property and casualty, workers' compensation, health, title, and continuing care insurance. The platform must support workflow automation, workflow management, diverse claim types (bond, employee, general creditor, guaranty association, and premium return claims), electronic document management, API and EDI integration, and comprehensive audit trails within a Service Oriented Architecture (SOA) environment. Responses were originally due January 30, 2026, at 3:00 PM Eastern Time, with public opening at 3:15 PM the same day; however, the Department delayed the response deadline to allow time to finalize vendor questions, with the new due date to be specified upon posting of the Questions and Answers document. The contract will have an initial five-year term with potential renewal for an additional five years.
The total estimated project cost is $8,225,658, comprising $5,441,293 for fiscal year 2025-26, $1,384,365 for fiscal year 2026-27, and $1,400,000 for prior-year planning costs, with annual recurring operational costs estimated at $250,834 beginning in fiscal year 2026-27 for platform licensing and support services. The cost-benefit analysis projects $11,286,508 in tangible benefits over seven years, resulting in a net present value of $1,798,232 and an internal rate of return of 11.48 percent. Funding is contingent upon annual legislative appropriations. The Department intends to award a single contract based on best value evaluation using a 100-point scoring system assessing vendor qualifications, company history, insurance industry experience, project management capabilities, and alignment with technical and functional requirements. No explicit set-asides for disadvantaged enterprises are specified, and the procurement is open to technology vendors capable of delivering a comprehensive claims processing platform. The Department reserves the right to make no award if determined to be in the best interest of the State.
