About this opportunity

Parkway School District in Chesterfield, Missouri is soliciting sealed bids for comprehensive asphalt paving services through a competitive procurement process (Bid Number 26-105) to be conducted on an as-needed basis at various locations throughout the district. The procurement encompasses new asphalt installation, renovations, and repairs across multiple school district sites, with work specifications detailed in Divisions 31 (Earthwork) and 32 (Exterior Improvements) of the project manual. Qualified contractors must submit bids electronically through the Parkway School District Bonfire Portal (https://parkwayschools.bonfirehub.com/) by Thursday, April 9, 2026, at 2:00 p.m. CDT, with public bid opening scheduled for the same date and time at the District Operations office located at 363 N. Woods Mill Road, Chesterfield, Missouri 63017. Bidders must examine project sites, become familiar with local conditions, and submit bids on a unit price basis with a Contractor's Qualification Statement (AIA Document A305) including a financial statement dated within 12 months of submission. The contract will commence with a Notice to Proceed anticipated on May 14, 2026, with substantial completion required by May 14, 2027, representing a one-year contract period. Award decisions will be based on the "lowest and best" bid considering factors including specification compliance, vendor capacity to supply required services, prior district experience, financial strength, and other factors deemed significant by District officials. Bid documents became available March 19, 2026, at 12:00 p.m. and can be obtained from Document Imaging or through the Parkway Schools portal, with access also available through the Associated General Contractors of Missouri, Dodge Construction Network, and ConstructConnect.

All contractors must comply with Missouri prevailing wage requirements under RSMo Section 290.220 and OSHA construction safety program requirements mandating that all on-site employees complete a ten-hour OSHA-approved construction safety and health course prior to work commencement. Contractors must participate in the Federal E-Verify work authorization program for all employees working on contracted services and submit documentation of enrollment and active participation prior to contract execution, with non-compliance constituting material breach of the contract. Bid bonds are required with performance and payment bonds due within seven days of award, and bids may not be withdrawn for at least 45 days after the closing date. The project exceeds the $15,000 anticipated expenditure threshold and is being publicly advertised pursuant to Missouri state law RSMo 177.086, with the district anticipating approximately $600,000 in spending over the one-year contract period, though no guarantee of expenditure is provided. Payment will be processed within ten business days but not later than thirty calendar days following receipt and approval of payment applications, with all deliveries on an F.O.B. destination basis to the Central Warehouse at 363 North Woods Mill Road, Chesterfield, Missouri 63017. The Board of Education reserves the right to waive informalities, reject any or all bids, award various portions of the contract to different vendors, and discontinue any agreement with 30 days' written notice if circumstances warrant.
