About this opportunity
The City of Portland is procuring Advanced Metering Infrastructure software, radio transmitters, installation services, and ongoing maintenance support for approximately 190,000 water meters under RFP 00002391, with the original proposal deadline of April 28, 2025 extended to May 12, 2025 and anticipated contract award in January 2026. A 30% Certified Disadvantaged Business Enterprise (COBID) subcontractor utilization goal applies as a scored evaluation component — the City recognizes only State of Oregon COBID certification, not national women's or minority certifications.
The scope encompasses supply and installation of approximately 190,000 AMI radio transmitters (pit-mount and wall-mount configurations), configuration and deployment of meter reading, AMI data collection, and meter data management software, full installation services across approximately 162,000 meters in multiple size categories (5/8" through 3" and greater), and life-cycle maintenance and support over a 20-year system lifecycle. The City will pre-supply specified meter models (Neptune T-10 ProCoder, Badger with HR-E retrofit registers, Neptune retrofit registers, and Sensus OMNI series) and will handle meter box replacement and pit reset at no contractor cost. The contractor must provide handheld devices compatible with Badger, Neptune, and Sensus populations, manage system integration with existing Cayenta and VertexOne platforms, and bear responsibility for dewatering (estimated 10% of meter pits) and debris removal (estimated 5%). Oregon Bureau of Labor and Industries prevailing wage rates apply to all covered occupations. Performance and payment bonds equal to full contract price are required. Work is performed within Portland jurisdictional boundaries with anticipated completion by December 31, 2030.
Evaluation occurs in two phases: Phase 1 (technical proposal 60 points, pricing 20 points, corporate responsibility 20 points) occurred in spring 2025; Phase 2 (demonstration 75 points, clarifying questions 25 points) was scheduled for September 2025 with shortlisted proposers. Five proposals were received: Aclara Technologies, Badger Meter, Core and Main, Ferguson Waterworks, and Itron. Ferguson Waterworks scored highest in combined evaluation (1,031.0 points) and is the negotiation finalist. Questions are directed to James Moering at james.moering@portlandoregon.gov or 503-823-8189. Proposals are limited to 60 pages excluding attachments and require completion of detailed pricing forms (Attachment F, revised per Addendum 6), technical specifications questionnaires, COBID participation disclosure, and hosted software questionnaires addressing FedRAMP, SOC 2 Type 2, TLS encryption, Entra ID authentication, and United States data residency. An optional pre-proposal meeting was held March 13, 2025.
