About this file
This Addendum No. 2 is issued by the City of Portland, Oregon's Procurement Services division for RFP No. 00002391, which seeks proposals for Advanced Metering Infrastructure (AMI) Supply, Installation, and Maintenance Services—Hardware and Software for Water Utilities. The RFP solicits qualified firms with demonstrated experience in licensing, configuring, installing, deploying, and supporting AMI hardware and software systems for water utilities. Proposals are due April 28, 2025, by 4:00 p.m. The addendum clarifies specifications and requirements identified in the original RFP documents and serves to modify specific sections of the technical specifications while maintaining all other RFP requirements in full force.
The addendum addresses two primary inquiries from potential respondents. First, it clarifies that while the RFP references specific meter box lid manufacturers and part numbers in Technical Specifications sections 3.2.4 and 3.4.1, proposers may submit alternative lid manufacturers that meet the City's technical specifications for size, traffic rating, and recess configuration. Proposals including alternate lid manufacturers must propose an exception to section 3.4.1 in the Proposed Exceptions to Mandatory Specifications table in Attachment D, include product information about the proposed alternative, and are subject to approval by the Water Bureau Materials Committee during Phase 2 of the RFP evaluation process. Second, the addendum specifies that only certifications provided by the State of Oregon's Certification Office for Business Inclusion and Diversity (COBID) are recognized for obtaining corporate responsibility points; national women's business enterprise certifications are not accepted. Questions should be directed to James Moering at james.moering@portlandoregon.gov or 503-823-8189.

ADDENDUM NO. 2
RFP No. 00002391
FOR
Advanced Metering Infrastructure Supply, Installation, and Maintenance Services - Hardware and Software for Water Utilities
Proposals Due: April 28, 2025 By: 4:00 pm
This Addendum provides answers to questions received for the above-entitled project to be considered by each respondent. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.
1. It was our understanding from the questions asked during the PWB hosted pre-RFP release meeting last year, that the replacement lid solution was going to be open to all suppliers of polymer replacement lids that could meet the specifications of the existing solutions.
After reviewing the RFP documents and technical specifications, we see that only 1 lid manufacturer is called out by name as well as part number. In addition, we do not see any language stating that the city will accept alternative manufacturers products that meet or exceed the current solution.
We are requesting that this be clarified to include other approved lid manufacturers by name and/or to release an addendum describing that the city will accept equal alternate replacement lid solutions from any manufacturer that meets the city’s specifications for size, traffic rating, recess configuration, etc.
City Response:
RFP Attachment A Technical Specifications sections 3.2.4 – AMI Radio Transmitter Mounting Options and 3.4.1 Meter Box Lids set general requirements for proposed lid solutions and provides information on the City’s current standards. Proposers may propose lids manufactured by others that meet applicable Technical Specifications including, but not limited to sections 3.2.4 and 3.4.1.

Proposals that include alternate lid manufacturers must:
• Propose an exception to 3.4.1 Meter Box Lids in Proposed Exceptions to Mandatory
Specifications table in your Attachment D Questionnaire Response
• Include product information about the proposed alternative
Alternate lid specifications are subject to approval by the Water Bureau Materials Committee. Materials Committee review of shortlisted proposals will occur in Phase 2 of the RFP evaluation process.
2. Does Portland recognize national women’s business enterprise certification?
City Response: Only the Certifications provided by the State of Oregon’s Certification Office for Business Inclusion and Diversity (COBID) may be used to obtain the points identified in the RFP as points awarded for being a COBID contractor or having COBID Subcontractors. Please see the Corporate Responsibility section of the RFP.
