About this file
This is an Attachment F Proposer Pricing Form for the City of Portland's Advanced Metering Infrastructure Project (AMIP), a comprehensive initiative to implement AMI hardware and software for the City's water utility. The project encompasses multiple major components including the supply and installation of RF and cellular radio transmitters for both pit-mount and wall-mount configurations, implementation and training for meter reading, AMI data collection, and meter data management software, installation services for approximately 162,000 water meters across various sizes and configurations, and supply of non-mechanical meters with pressure sensing capability. The pricing form is organized into eight primary tabs: F2 (AMI Radio Transmitters & Network), F3 (Software Implementation and Training), F4 (Installation Services), F5 (Supplied Equipment), F6 (Year One Service Costs), F7 (Life Cycle Costs covering a 20-year system life), F8 (Optional items including small meter supplies and a Meter Installation System), and F1 (Summary). Proposers are required to submit pricing in United States dollars with integer quantities unless otherwise specified, and must complete all blue-shaded cells in the form while adhering to protected formulas that calculate extended costs and validate data balance across interconnected line items.
The pricing structure requires proposers to provide unit pricing for fixed-quantity items and lump-sum pricing for specific services, with disbursement items invoiced based on actual costs incurred and subject to not-to-exceed prices. Proposers may allocate percentages between meter box lid upgrade options, with allocations required to total 100% for accurate quantity calculations. All proposed items are considered supplies and equipment to be invoiced upon delivery and acceptance by the City. The form includes provisions for vendor-hosted software-as-a-service solutions for three applications, with pricing reflecting a 20-year system lifecycle and incorporating FCC licensing costs, network services, handheld equipment support, and warranty provisions with proration rates based on expected failure rates. Optional items on Tab F8 will not be considered in the pricing evaluation and include non-mechanical meters for small meter use cases and provision or service charges for the City's use of the Contractor's Meter Installation System. Proposers must sign and date the completed form, certifying their authority to bind their corporation or company, with original ink signatures required on the original proposal document and photocopies not accepted.
