About this file
This is Addendum No. 6 to RFP No. 00002391 issued by the City of Portland, Oregon's Procurement Services division for Advanced Metering Infrastructure Supply, Installation, and Maintenance Services for water utilities. The City is seeking qualified firms with demonstrated experience in licensing, configuring, installing, deploying, and supporting AMI hardware and software systems. The addendum addresses clarifications to the evaluation criteria and technical specifications based on vendor questions received prior to the proposal deadline of May 12, 2025 at 4:00 pm. The addendum clarifies three primary issues: the method for obtaining four points under the Corporate Responsibility evaluation category for Oregon State Certification through proper registration with the State of Oregon's Certification Office for Business Inclusion and Diversity (COBID); the calculation methodology for Area Completion when City Tasks exceed 1.5% of Service Orders, confirming that contractors are not held accountable for work appropriately referred back to the City; and a correction to the pricing form formulas in the Non-Mechanical Meters with Pressure Sensing Capability Warranty Proration Table to reference the correct cell for average meter costs rather than radio transmitter costs.
The addendum confirms that proposers must use the updated pricing form file designated as "00002391 RFP Attachment F Proposer Pricing Form - revised per Addendum 6" to ensure accurate calculation of warranty proration costs. All questions and concerns regarding Addendum No. 6 should be directed to James Moering at james.moering@portlandoregon.gov or 503-823-8189. The addendum represents clarifications to the existing RFP specifications and does not constitute changes to the baseline requirements, with all other provisions of the original RFP remaining in full force and effect.

ADDENDUM NO. 6
RFP No. 00002391
FOR
Advanced Metering Infrastructure Supply, Installation, and Maintenance Services - Hardware and Software for Water Utilities
Proposals Due: May 12, 2025 By: 4:00 pm
This Addendum provides answers to questions received for the above-entitled project to be considered by each respondent. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.
A. The City’s response to recently received questions is below:
1. Can Portland please clarify the scoring matrix? Specifically, how the four (4) points for Oregon State Certification will be obtained under Corporate Responsibility for the Evaluation Criteria. Is this specifically that vendors are properly registered with Oregon or are there additional details on how to earn these points?
City Response: The four (4) points for Oregon State Certification in the Corporate Responsibility category may only be obtained if vendors are properly registered with the State of Oregon’s Certification Office for Business Inclusion and Diversity
(COBID).
2. With respect to Section 2.6.6(c) in Attachment A, Technical Specifications, could the City clarify how an Area Complete would be achieved if greater than 1.5% of the Service Orders in an Area are designated as City Task? For example, if 2.0% of the Service Orders in an Area are agreed to be designated as City Task, then the largest percentage for Installation Complete that can be achieved is 98.0% of Service Orders. In that scenario, Area Complete cannot be achieved as the 1 of 3 criteria cannot be met.

City Response: Please refer to Section 2.6.5 – Area Completion Formula which identifies that Area Completion Percentage = ((A + B) / (C – D)) x 100%; where A = Installations Complete and B = City Tasks. For the purposes of measuring Area Completion, the Contractor is not held accountable for work that has been appropriately referred back to the City.
3. Regarding the amended pricing form, sheet F7 can the City adjust the formulas linked to Column J in the table titled “Non-Mechanical Meters with Pressure Sensing Capability Warranty Proration Table” to calculate output based on Cell 44J (Average cost of Non- Mechanical Meters with Pressure Sensing Capability) rather than cell 12J (Average Radio Transmitter Price)?
City Response: This error has been corrected and Proposers should use the updated file: 00002391 RFP Attachment F Proposer Pricing Form – revised per Addendum 6.
