About this file

This is Addendum 3 to RFP 00002391 issued by the City of Portland, Oregon's Procurement Services for Advanced Metering Infrastructure (AMI) supply, installation, and maintenance services for water utilities. The addendum addresses 29 questions submitted by prospective bidders regarding project specifications, contractor responsibilities, meter requirements, and evaluation criteria. The City will supply new meters according to size specifications: Neptune T-10 ProCoder-equipped meters for 5/8" to 1" and 1.5" to 2" applications, Badger meters with HR-E retrofit registers for existing 5/8" to 1" meters with remaining useful life, Neptune retrofit registers for 1.5" to 2" meters, and Sensus OMNI series meters for 3" and greater applications. Approximately 127,000 meters will be pre-replaced by City crews through the Meter Replacement Program (MRP) beginning summer 2025 with completion within 3.5 years, with the City anticipating 3,000 to 4,000 monthly replacements. The selected contractor will be responsible for the entire scope of work including handheld meter reading devices compatible with existing Badger, Neptune, and Sensus meter populations, system integration, and radio transmitter attachment to pre-wired meters. Proposals are due April 28, 2025, at 4:00 p.m., and the evaluation will occur in two phases with sample contract exceptions required only for shortlisted proposers.

The City anticipates approximately 10 percent of meter pits will require dewatering and 5 percent will need debris removal, with contractors responsible for all means, methods, and legal disposal of vactor spoils. Thirty percent Certified Disadvantaged Business Enterprise (COBID) subcontractor utilization is required for services provided under the resulting AMI contract, with point distribution based on the portion of the 30 percent participation goal achieved. Licensed plumbers are not required for meter exchanges but are required for any necessary plumbing repairs. The City will replace damaged meter boxes and reset meter pits to grade at no cost to the contractor. No pre-approved contractor list exists; however, the addendum identifies 21 bid holders who have downloaded RFP files, including major entities such as Aclara Technologies LLC, Itron Inc., Neptune Technology Group, Badger Meter Inc., and various integration and installation service providers. Proposals are limited to 60 pages excluding references, and bidders must follow both the proposal outline on page 15 and the proposal checklist on page 21 of the RFP.

ADDENDUM NO. 3

RFP No. 00002391

FOR

Advanced Metering Infrastructure Supply, Installation, and Maintenance Services - Hardware and Software for Water Utilities

Proposals Due: April 28, 2025 By: 4:00 pm

This Addendum provides answers to questions received for the above-entitled project to be considered by each respondent. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.

1. Is there a Prime Contractor list?

City Response: No, there is no Prime Contractor list. This is an “open market” RFP.

This RFP is open to all firms and suppliers who wish to propose and the City does not have insight as to which potential proposers will or won’t propose. That said, please find attached to this Addendum (See Addendum 3, Attachment A), an RFP “Bid Holders” list that identifies which potential proposers have logged into the City’s procurement information website, BuySpeed, and downloaded files related to this

RFP.

2. In regards to the meter box lids to be replaced in the attached section of the technical specifications – Will the city be providing the replacement lids through the current contract with Consolidated Supply, or will they be purchased and provided by the contractor through this RFP?

City Response: New meter box lids will be supplied by the Contractor through the contract resulting from this RFP.

Sylvester Donelson, Jr. Sara Morrissey Michael Jordan Chief Procurement Officer Deputy City Administrator Chief Administrative Officer https://twitter.com/PortlandGov https://www.instagram.com/PortlandGov/ https://www.facebook.com/PortlandORGov

3. In order to meet the City's requirements, can the make/model of the selected meters be provided?

City Response: For new meters 5/8” to 1”, the City will purchase Neptune T-10 ProCoder-equipped meters. For upgrading existing meters 5/8” to 1” with remaining useful life, the City will purchase HR-E (mechanical) retrofit registers to attach to Badger meters.

For new meters 1.5” to 2”, the City will continue purchasing Neptune T-10 ProCoder-equipped meters from the manufacturer. For upgrading existing meters 1.5” to 2” with remaining useful life, the City will purchase ProCoder-equipped (mechanical) retrofit registers to attach to Neptune meters.

For new meters 3” and greater, the City anticipates continuing to purchase Sensus OMNI series meters. For upgrading existing meters 3” and greater, the City will purchase OMNI+ Electronic retrofit registers from the manufacturer to attach to Sensus meters.

4. Regarding 2.2.1 Contractor Responsibilities, what is meant by "The City will hold the

Contractor solely responsible for the overall system..." Does this mean the AMI vendor will be responsible for the entire project or simply the AMI portion?

City Response: If the City contracts with a Proposer selected through this RFP, that Proposer will be responsible for the delivery and performance of the full scope of work included in this RFP.

5. Regarding 2.9.1.2 Mobilization Milestones. Can the City clarify if the "total Contract value" is in relation to the resulting AMI contract or the entire project scope?

City Response: Total contract value will be the value of any Contract arising from this RFP.

6. Regarding Item 9.1, Product Specifications of Handheld Meter Reading and Programming

Devices, is the city requesting that a Bluetooth device connect with the touch probe to enable readings?

City Response: The second paragraph in Section 9.1 Product Specifications defines the City’s requirements as “The handheld probe that is capable of reading the City’s existing populations of Badger, Neptune, and Sensus meters via a remote receptacle. The proposed system should collect Itron 60W or 100W ERT devices.”

7. Will the 30% COBID subcontractor utilization for the service be measured against the entire project scope or Services sections such as installation, etc.?

City Response: The 30% COBID utilization corresponds only to the Services to be provided under the resulting AMI Contract.

8. Regarding the Evaluation Criteria, specifically, 3. Corporate Responsibility – COBID

Subcontracting, will the point distribution be determined by the ability to fulfill the 30% participation goal or will points be distributed if partial percentages are reached?

City Response: Points will be distributed based on what portion of the 30% is reached based on the COBID subcontracting amount proposed.

9. Can any additional detail be provided regarding the specific requirements of OR State

Certification shown in the Corporate Responsibility section?

City Response: In checking compliance with the OR State Certification known as COBID, the City confirms COBID certification by checking the active registrations at the State of Oregon’s COBID website. If a proposer is a COBID contractor or has COBID subcontractors, and they have represented in their proposal that COBID certification exists either for themselves or their subcontractors, then the City will perform a check to confirm certification. Only if COBID certification is confirmed, will the appropriate points be awarded.

10. Is there a list of pre-approved contractors that will be bidding? If there is such a list, are you able to provide info for me to be able to reach out to them and offer our bid?

City Response: No, there is no pre-approved Contractor’s list. Please see the answer to question number 1 above. There is a “bid holders” list included with this addendum.

11. Should we follow the proposal outline on page 15 or the Proposal Checklist outline on page

21?

City Response: Both. The Proposal Outline on page 15 contains the detail and narrative of what is required and the order of the Evaluation Criteria. The Proposal Checklist outline on page 21 lists all the items that are required to be included in the proposal, both found in that RFP Section III.B.5, and elsewhere in other RFP sections and RFP attachments.

12. Can additional information regarding the Granicus Email system and the required integration with the AMI and MDM system?

City Response: No direct integration is planned between Granicus and the AMI/MDM. Our Customer Portal integration with the AMI/MDM is anticipated to meet the needs for conditional communications such as high usage or outage alerts. The City uses Granicus for information and consistent messaging to a broad audience (i.e., newsletter, bulletin, or program information).

13. 15. Are all RESSF (Residential Single Family) meters in outdoor pits?

City Response: In outdoor pits.

14. Are all RESMF (Residential Multi Family) meters in outdoor pits or indoors?

City Response: In outdoor pits.

15. What percentage of RESSF meter pits are in landscape and hardscape?

City Response: Please see the Field Conditions Survey Report contained in Technical Specifications, Appendix 1, Table 8 for projections of meter boxes in a variety of hardscape and landscape settings.

16. What percentage of meters are hard to access?

City Response: Please see the Field Conditions Survey Report contained in Technical Specifications, Appendix 1, Table 6 for information about meter box access issues observed.

17. What is the condition of the pits? Will Vac Services be required? If Vac Services are required, will the City provide water and a location to dump the sludge? What is the expected percentage of pits that will require excavation of mud and dirt and will require extraction of water [dewatering]?

City Response: The City anticipates approximately 10% of meter pits will require dewatering in order to replace the register. It is the responsibility of the Proposer to determine the means and methods most suited to address this during performance of the work. The City can provide water; however, it is the sole responsibility of the Contractor to legally dispose of any and all vactor spoils.

Proposer Pricing Form F4.19 Dewatering an Existing Meter Box assumes 18,000 services (approximately 10% of all services. Proposer Form F4.20 Debris Removal assumes 9,000 services (approximately 5% of all services) will require debris removal. The approximately 127,000 meters that will have been replaced by City crews during the MRP will have a pre-wired Nicor connector ready to have the radio transmitter attached by the Contractor.

18. What are the conditions of the lines? Will standard lay lengths be adequate?

City Response: Condition of customer and City-side plumbing varies. Please note that the City will address meter replacements through the MRP. The only meters that the Proposer may be required to replace are those in the Optional section of the Proposer Pricing Form, tab F8. Standard lay lengths are adequate for small meters (5/8” through 1”). The City does have a small percentage of services with 3/4” Short Length meters installed.

19. Is a licensed plumber required for meter exchanges?

City Response: No, meter exchanges do not require a licensed plumber. Plumbing repair work, if necessary, must be done by a licensed plumber.

20. Is the Contractor responsible for replacing damaged meter boxes or resetting meter boxes for pits 1” and smaller?

City Response: No. Replacing damaged meter boxes or resetting meter boxes to grade encountered in Contractor’s performance of the work will be a City Task completed by City crews.

21. What is the planned monthly number of meters replaced by the MRP and when will the MRP deployment plan be made available to the AMI Project?

City Response: The City anticipates 3,000 to 4,000 meters will be replaced monthly by City crews during the MRP deployment. The MRP Production Plan will be shared with shortlisted proposers during Phase 2 of the Evaluation. Schedule information submitted in written proposals should include any assumptions made about the MRP deployment plan.

22. The language does not specify how many return visits are required. Standard practice is two (2) physical visits, and a third attempt via letter and phone call to schedule an appointment. If customer still is unavailable, then the contractor will RTU the retrofit. Is this acceptable?

City Response: Please refer to Sections 3.2.8 and 3.2.9 of the Technical Specifications. Proposers may propose exceptions to the Technical Specifications in Proposer’s submitted Questionnaire Response to Technical Specifications.

23. On C. Proposal Submittal Checklist under the Response Section, column number 8 is missing. Was this just a misnumbering, or are we missing a section?

City Response: Correct this was a misnumbering. The reference to Response Section 8 was deleted. The other references were not re-numbered in order to avoid reference errors.

24. The Weekly Installation Production Schedule asks for an MS Excel file to be submitted. Does the City have a template they wish us to use?

City Response: Each Proposer is requested to submit their recommended approach to the Weekly Installation Production Schedule (see Proposal Submittal Checklist 9D).

25. Are the following sections included in the 60-page limit: General Overview and Project Team, AMI System, Installation Services, and Optional Scope (pages 35 through 42 of the

RFP)?

City Response: Yes.

26. Are References included in the 60-page limit?

City Response: No.

27. Please confirm that any exceptions or comments to the included Sample Contract are not required unless short-listed (Phase 2 of the Evaluation).

City Response: Correct. Requested exceptions and deviations from the Sample Contract must be submitted as part of Phase 2 of the Evaluation.

28. Does Portland Water have a planned schedule for meter installations?

City Response: The MRP work conducted by the City is slated to begin later in Summer 2025 and will be completed within 3.5 years of starting the MRP.

29. How many meters are currently available for retrofitting with AMI devices?

City Response: Please refer to Attachment F – Proposer Pricing Form, lines F4.3 to F4.5 and F4.9 to F4.11.
