About this file

This is Addendum No. 4 to RFP No. 00002391 issued by the City of Portland, Oregon's Procurement Services Division for Advanced Metering Infrastructure Supply, Installation, and Maintenance Services for water utilities. The project involves installing AMI radio transmitters on approximately 190,000 water meters smaller than 1.5 inches in the City's water system. The original proposal due date of April 28, 2025 has been extended to May 12, 2025 at 4:00 pm. The addendum provides clarifications on key requirements including COBID subcontractor utilization, prevailing wage obligations, material specifications for optional scope items, bond requirements, installation scheduling, and meter installation timelines. The City plans to complete its Meter Replacement Project (MRP) by May 2029, and the contractor must coordinate its installation pace to avoid working in areas completed by the City less than three months prior.

The addendum clarifies that Oregon Bureau of Labor and Industries (BOLI) prevailing wage rates apply to all workers performing covered occupations on the project, with contractors responsible for identifying applicable wage rates effective January 5, 2025. Both performance and payment bonds equal to the full contract price are required from the successful proposer. Optional scope items specify material requirements: brass angle stop valves and fittings, copper for city-side pipe (street to meter), and PEX, PVC, or copper options for customer-side pipe. Union labor is not required for the replacement of 9,550 water meters in the optional scope. COBID subcontractors must subcontract directly with the prime contractor to receive utilization credit toward participation goals. The addendum includes a revised Proposer Pricing Form (Attachment F) and clarifications to the pricing proposal section requiring proposers to account for prevailing wage costs in their fixed-price estimates.

ADDENDUM NO. 4

RFP No. 00002391

FOR

Advanced Metering Infrastructure Supply, Installation, and Maintenance Services - Hardware and Software for Water Utilities

Proposals Due: April 28, 2025 May 12, 2025 By: 4:00 pm

This Addendum extends the Proposal Due Date, adds clarifying language, and provides answers to questions received for the above-entitled project to be considered by each respondent. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.

A. The Proposal Due date is extended to May 12, 2025.

B. The Question and Answer Due date is extended to April 28, 2024.

C. The City’s response to recently received questions is below:

1. Regarding COBID utilization, are there requirements for a subcontractor's reporting structure that should be known? For example, is a subcontractor's (non-COBID) utilization of another subcontractor firm with an Oregon COBID certification applicable to the participation goals, and is this allowed?

City Response: In order to receive COBID subcontractor utilization points, COBID subcontractors must subcontract directly with the Prime Contractor/Proposer.

COBID subcontractors of subcontractors will not count towards the utilization goal for COBID subcontracting.

2. Regarding RFP NO. 00002391 – AMI Installation, will the City define the prevailing wage associated with the various Installation Services listed in Attachment F?

City Response: As found in RFP Attachment H section 3.9.1.: The State of Oregon, Bureau of Labor and Industries (BOLI) prevailing wage rates are required to be paid to workers in each trade or occupation that the Contactor or Subcontractor(s) use in performing part of the work on this project. Proposers are responsible for determining how the applicable prevailing wage rates in the BOLI publication titled “Prevailing Wage Rates for Public Works Contracts in Oregon” effective on January 5, 2025 apply to the Installation Services listed in Attachment F. Workers must be paid not less than the specified minimum hourly rate of wage in accordance with ORS 279C.838 and 279C.840. The publication and other prevailing wage guides may be downloaded from www.oregon.gov/boli.

Contractors and subcontractors must pay workers on public works projects no less than the applicable prevailing rate of wage for the type of work they perform (ORS 279C.840). A “worker” is defined as a person whose duties are manual or physical in nature, including those workers who use tools or who are performing the work of a trade, as distinguished from a person whose duties are mental, professional or managerial (OAR 839-025- 0004(38)).

Contractor is responsible for identifying the covered occupations for the work included in the Contractor’s scope of work and paying the appropriate rate of prevailing wage associated with that work.

This Addendum shall also add new clarifying language into the Pricing Proposal section of the RFP to further confirm this requirement.

3. Can the City confirm the type of material required for the Optional Scope items below (e.g., PEX (wirsibo), copper, schedule 80 PVC, etc.)?

City Response: Angle stop valves should be brass. Plumbing fittings should be brass, Customer-side pipe (beyond the meter) may be PEX, PVC, or copper. City-side pipe (street to meter) should be copper. Attachment F – Proposer Pricing Form – Revised per Addendum #4, has been updated to provide this clarity, and will be posted alongside this Addendum 4 as a separate document.

4. Will a payment and/or performance bond be required from the AMI vendor? If so, does the City have a document or form to return? Will performance bond values be based on annual work scope for services work?

City Response: Both a performance bond and a payment bond will be required from the successful proposer.

Contractor must provide a performance bond in an amount equal to the full contract price conditioned on the faithful performance of the contract in accordance with the plans, specifications, and conditions of the contract.

5. What is the stand down time between POC FUAT acceptance and start of Area

Management mass deployment?

City Response: Refer to RFP Technical Specifications, Section 10.4.2 User Acceptance Test Plans, which states: “The Contractor shall develop and submit UAT plans for both IUAT and FUAT for City approval. The IUAT plan will be submitted at least forty (40) business days prior to the planned first day of installations in Proof of Concept (POC). The FUAT will be submitted at least forty (40) business days prior to the planned first day of installation in Installation and Deployment.”

Assuming the Contractor submits and successfully completes FUAT, it is the City’s plan to minimize the stand down time before moving to the next phase.

6. Is the AMI contractor/installer required to adhere to a specific meter installation schedule? If so, can you provide your meter installation schedule?

City Response: Please see RFP Technical Specifications, Section 2.6.4 Area Management Pace, which states "The Contractor shall ensure that their pace of AMI Radio Transmitter installations does not conflict with the City’s MRP. The City plans to commence the MRP approximately twelve (12) months before the Contractor begins the Installation phase and plans to complete the MRP by May 2029. The Contractor will regulate its installation pace such that it does not perform work in areas that were completed by the City less than three

(3) months prior.”

7. Will union labor be required to replace the 9,550 water meters in optional scope?

City Response: No.

8. On page 6, it states that the successful proposer will “Install an AMI Radio Transmitter connected to each of the City’s almost 190,000 water meters,” but on Page 12, it states that the City will “install water meter registers and radio transmitters for water meters 1.5” or larger.” Can you clarify if the successful proposer will be installing an AMI radio transmitter on the ~190,000 meters or just to meters smaller than 1.5”?

City Response: This was a discrepancy. To clarify, the successful proposer will be installing AMI radio transmitters only on meters smaller than 1.5”.

D. This Addendum hereby adds clarifying language to the RFP in Section III.B.5.d, which shall be amended to read (with new language in bold underline.

Pricing Proposal Proposers must include a fixed-price estimate for the proposed Project approach irrespective of the City’s anticipated cost. The fixed-price estimate must be presented in the Proposer Pricing Template provided as Attachment E. BOLI Prevailing Wage rates will apply to work performed under the Contract which will result form this RFP. Proposers are to take the Prevailing Wage into account when creating their Pricing Proposal
