The RFP seeks qualified firms with demonstrated experience in licensing, configuring, installing, deploying, and supporting AMI hardware and software for water utilities. Shortlisted proposers are required to participate in a remote demonstration via MS Teams and respond to clarifying questions. Written responses to clarifying questions are due by September 8, 2025 at 5:00 pm Pacific Time. Demonstrations are scheduled for one of three dates: September 11, 2025 (10:30 am to 2:30 pm), September 19, 2025 (11:00 am to 3:00 pm), or September 26, 2025 (12:00 pm to 4:00 pm Pacific Time), with each proposer allocated a maximum of four hours plus 15-minute breaks. Proposers must confirm attendance and provide team attendee information at least three business days prior to their scheduled demonstration.
Phase 2 scoring consists of 75 points for the demonstration and 25 points for clarifying questions responses, for a total of 100 points. Demonstration content requires a live or test system presentation covering project team organizational structure and experience, project plan overview, pricing proposal details, COBID participation strategies, AMI system functionality including software capabilities, network deployment approach, installation services methodology, quality assurance processes, and integration efforts with existing City systems (Cayenta and VertexOne). The City reserves the right to conduct additional optional evaluation phases including best and final offers, serial negotiations, and competitive simultaneous negotiations. Following evaluation completion, the highest-scoring proposer will be identified as finalist; if contract negotiations fail within a reasonable timeframe, the City may elevate the next highest-scoring proposer to finalist status.
