About this opportunity
The Liberty County Development Authority in Georgia is procuring construction services for the Tradeport West Way Road Improvements project through a sealed proposal process with two addenda issued on May 6, 2026. The scope of work encompasses site development including clearing and grubbing of 19 acres, excavation of 46,700 cubic yards, fine grading of 90,000 square yards, installation of storm drainage systems (30" and 36" RCP), sanitary sewer infrastructure (12" PVC), water distribution systems (12" PVC and 6" DIP), asphalt paving totaling approximately 26,000 square yards, curb and gutter installation, thermoplastic pavement markings, and miscellaneous demolition and restoration work along US Highway 17. The project must be completed by December 15, 2026, with substantial completion required within 60 calendar days and final completion within 90 calendar days of contract commencement, subject to liquidated damages of $1,000 per day for delays. Sealed proposals are due by 2:00 PM on Monday, May 11, 2026, at the Liberty County Development Authority offices in Hinesville, Georgia, with a pre-proposal conference held on April 20, 2026, and a site visit available on April 30, 2026, from 10:00 AM to 2:00 PM. Written questions must be submitted by 5:00 PM on Friday, May 1, 2026. Proposal evaluation criteria include Related Experience (up to 30 points), Construction Management Capability (up to 35 points), Contract Price Provisions (up to 95 points), Operational Capability (up to 25 points), Adequacy and Ability of Professional Personnel (up to 15 points), Minority Employment Provisions (up to 40 points), and Local Preference (up to 10 points), with a minimum threshold of 645 aggregate points required for a responsive and responsible offeror.
Offerors must submit one original and seven copies of proposals accompanied by a proposal bond or certified check equal to 10 percent of the maximum proposal price, with surety companies having a minimum "A" rating and financial strength of at least five times the contract price. Georgia Utility Contractor's License Numbers must be included on proposal envelopes where applicable, and failure to acknowledge receipt of both addenda in the proposal will result in rejection as non-responsive. The project is funded through state OneGA Rural Grant funds, and evaluation includes specific consideration of minority employment provisions and local preference opportunities. Plans and specifications are available for purchase at $100.00 from the Dodge Plan Room in Savannah, Thomas & Hutton Engineering, or the Liberty County Development Authority. No incumbent vendors or current contractors are referenced in the procurement documents, and while a specific award value is not disclosed, the evaluation criteria and bonding requirements indicate a substantial construction contract anticipated to exceed several million dollars given the project scope and 10 percent bonding requirement.
