About this file

This Addendum #2 document issued by the Liberty County Development Authority on April 30, 2026, addresses questions and clarifications for the Tradeport West Way Road Improvements project (T&H Project No. J-24765.0010). The project encompasses site development including road improvements along US Highway 17, storm drainage systems, sanitary sewer infrastructure, water distribution systems, parkway improvements with asphalt paving and signage, and miscellaneous demolition and restoration work. The scope includes clearing and grubbing of 19 acres, excavation of 46,700 cubic yards, fine grading of 90,000 square yards, installation of storm pipe (30" and 36" RCP), sanitary sewer pipe (12" PVC), water main pipe (12" PVC and 6" DIP), asphalt paving with multiple course types totaling approximately 26,000 square yards, curb and gutter installation, and thermoplastic pavement markings. Prospective bidders were required to submit questions by 12:00 PM on Friday, May 1, 2026, with proposals due on Monday, May 11, 2026. Site visits were available on April 30, 2026 from 10 AM to 2 PM. The project must be completed by December 15, 2026, with failure to meet this deadline subject to liquidated damages. Addendum #2 clarifies bid schedule items, resolves conflicts in construction drawings, and revises several plan sheets (CO, GDOT1.1-GDOT1.5) based on agency comments from GDOT.

The proposal evaluation includes multiple scoring categories: Related Experience (up to 30 points), Construction Management Capability (up to 35 points), Contract Price Provisions (up to 95 points), Operational Capability (up to 25 points), Adequacy and Ability of Professional Personnel (up to 15 points), Minority Employment Provisions (up to 40 points), and Local Preference (up to 10 points), with a minimum responsible offeror threshold of 645 aggregate points. Proposal security of 10 percent of the total proposal price is required. Key clarifications provided include: no on-site burning of clearing debris (chip and haul only), no requirement for Builder's Risk Insurance, no Buy American requirements, no Davis Bacon wage rates applicable, no contractor responsibility for third-party testing or water quality monitoring costs (Development Authority covers these), and no requirement for borrow or waste dirt materials on-site. The project was advertised on April 10, 2026, and bidders must acknowledge receipt of Addendum #2 on the proposal form or risk rejection as non-responsive.
