About this opportunity

Walker County Government, Georgia is issuing a Request for Proposal (RFP) for roadway safety improvements funded through the Georgia Department of Transportation Local Maintenance & Improvement Grant (LMIG) Safety Action Plan. The procurement encompasses furnishing and installing traffic signage (regulatory, warning, and guide signs), thermoplastic pavement markings (centerlines, edge lines, stop bars, and crosswalks), reflective raised pavement markers (RPMs), and shoulder improvements (grading, shaping, aggregate construction, stabilization, compaction, and drainage adjustments) across three designated county roads totaling approximately 5.1 miles: Johnson Road (2.76 miles), Five Points Road (0.65 miles), and Wilson Road (1.69 miles). All work must comply with Manual on Uniform Traffic Control Devices (MUTCD) standards and Georgia Department of Transportation specifications. Qualified contractors must have a minimum of three years' construction experience, proper Georgia business licensing, liability and workers' compensation insurance, and demonstrated experience with roadway striping and signage projects. Sealed proposals are due by 2:00 p.m. on April 20, 2026, at Walker County Government Administration Building, 101 South Duke Street, Lafayette, Georgia 30728. A pre-bid meeting is scheduled for 10:00 a.m. on April 6, 2026, at the Walker County Transit Office in Chickamauga, Georgia, and written inquiries must be submitted by April 6, 2026, at 10:00 a.m. EDT to c.bowers@walkerga.us. Substantial completion is required by August 31, 2026, with liquidated damages of $500 per day assessed for delays beyond this deadline. Award will be made to the responsible bidder whose conforming proposal is most advantageous to Walker County considering price and other factors.

The RFP does not specify any set-aside designations or restrictions limiting responses to disadvantaged or minority-owned enterprises. Successful proposers must obtain performance and payment bonds equal to the contract award if the award exceeds $100,000, maintain public liability insurance of at least $1,000,000 per occurrence and motor vehicle liability insurance of $500,000 combined single limit, and comply with Georgia's Security and Immigration Compliance Act by executing E-Verify affidavits. Contractors must provide itemized pricing based on proposed methodology for each of the four service categories across all three road segments, proposed project timelines, at least two comparable project references from the past five years with photographic documentation, three professional references, resumes of key personnel, and a detailed project approach and methodology. Walker County retains 10% of each payment until final completion and acceptance, and all work is exempt from federal excise tax and Georgia sales and use tax. Prices submitted remain firm for 60 days after the bid opening date. No specific award value or budget range is disclosed in the procurement documents.
