About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 15, seeks installation of a dedicated pharmacy air handler at Harry S. Truman VA Medical Center in Columbia, Missouri, with proposals due September 9, 2026, by 3:00 PM CDT. This is an SDVOSB-only procurement; only SDVOSB-certified firms and SDVOSB-certified joint ventures are eligible.
Place of performance is Columbia, Missouri. The estimated contract value ranges from $2,000,000 to $5,000,000 on a firm-fixed-price basis. Work encompasses installation of one dedicated outside air (DOAS) unit in the basement serving the compounding suite and two new air handling units in a new mechanical penthouse on the second-floor roof, including structural modifications, mechanical systems, electrical distribution, plumbing, fire protection, and architectural finishes across multiple building levels. The contract period is 540 calendar days from Notice to Proceed. NAICS code 236220 applies.
The solicitation uses Lowest Price Technically Acceptable (LPTA) evaluation. Technical acceptability requires seven factors: (1) prime contractor past performance on at least one, maximum three projects valued at $1,000,000 or more completed within five years involving HVAC renovations to occupied medical facilities; (2) prime contractor technical construction experience on minimum two projects of $1,000,000 or more with similar scope; (3) mechanical subcontractor experience (NAICS 238220) with five years' experience on hospital plumbing systems; (4) structural steel designer/fabricator/erector with five years' experience and two prior hospital installations; (5) Direct Digital Controls subcontractor with five years' experience, Tridium Niagara N4 and BACNET certifications, and two prior hospital installations plus two service contract references; (6) technical qualifications of key staffing (Project Manager, Quality Control Manager, Site Safety Officer, Site Superintendent), each with minimum five years' experience and project references; and (7) comprehensive contractor safety plan addressing OSHA compliance, infection control risk assessment protocols, and active hospital work procedures. The prime contractor must self-perform at least 85 percent of general construction work, with remainder subcontracted only to certified SDVOSBs or VOSBs.
Contractors must maintain 24/7 medical center operations, coordinate utility interruptions with at least seven days' advance notice for standard work and 15 days for major interruptions, maintain minimum 40-degree Fahrenheit temperatures, implement temporary HEPA filtration for dust control, and comply with Infection Control Risk Assessment (ICRA) protocols including negative pressure containment. A bid bond of 20 percent of bid price or $3,000, whichever is less, is required. Contractors must be registered in SAM and SBA VetCert-certified by proposal due date. Key personnel and critical subcontractors cannot be substituted without contracting officer approval. Questions were due August 19, 2026. Pre-proposal meeting and site walkthrough occurred August 14, 2026. Four solicitation amendments have been issued; the most recent (Amendment 4, September 4) provided specification 07-81-00 for Applied Fire Proofing and clarified precast concrete panel specifications.
