About this file

This document is Section 01 91 00 of the General Commissioning Requirements specification for a construction project to install dedicated pharmacy air handlers at Harry S. Truman VA Medical Center in Columbia, Missouri.

The specification establishes a comprehensive commissioning process for verifying that building systems perform according to construction documents and the VA's operational needs. Key deliverables include a Commissioning Plan, Pre-Functional Checklists, Systems Functional Performance Test Procedures, a Commissioning Issues Log, and a Final Commissioning Report with an Addendum. The Contractor must designate a Commissioning Manager within 30 days of contract award and ensure subcontractors designate Commissioning Representatives. The VA will engage a separate Commissioning Agent to manage and coordinate the overall process. Systems to be commissioned include HVAC air handling systems, ventilation/exhaust systems, direct digital control systems, noise and vibration control, medium-voltage and low-voltage electrical distribution systems, power monitoring systems, lightning protection systems, and integrated fire alarm response testing. The specification requires detailed sensor calibration documentation, loop tuning parameters, point-to-point checkout documentation, and DDC system trending with specific alarm parameters. Pre-Functional Checklists must be completed by the Contractor with 100 percent verification—no sampling allowed—prior to Systems Functional Performance Testing. Testing must cover all modes of operation including seasonal, occupied, unoccupied, warm-up, cool-down, part- and full-load, fire alarm, and emergency power conditions. The Contractor shall provide all testing equipment, calibrated within six months prior to use, and bear the cost of all retesting. The specification mandates comprehensive operation and maintenance training with video recording and transcripts, performance-based participant evaluations, and submission of training materials to the VA. Deferred seasonal testing may be scheduled pending weather conditions and VA approval, and warranty phase commissioning includes follow-up verification of system performance and measurement and verification tasks.
