About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 21 is seeking qualified contractors to retrofit three boilers at the VA Palo Alto Health Care System facility located in Palo Alto, California. The objective of this Request for Quotes (RFQ) is to address safety deficiencies identified in a Boiler Efficiency Institute report and meet the VA's safety standards per Directive 1810 and Boiler Safety Manual. Contractors must provide all necessary personnel, expertise, equipment, tools, materials, and supervision to complete the retrofit work, including potential as-built drawings of the boilers. The solicitation requires two separate quote options: one with a 120-calendar day performance period that includes as-built drawings, and another with a 90-calendar day performance period without drawings. Quotes are due by 9:00 AM PST on November 22, 2024, to Contract Specialist Nicole Renfrew, with all contractor personnel required to possess necessary local, state, and federal certifications and licenses.
The project will be performed at the VA Palo Alto Health Care System boiler plant, building #40, located at 3801 Miranda Ave., Palo Alto, CA. There is no specific set-aside designation for this solicitation, though one amendment suggests it was initially considered for Service Disabled Veteran Owned Small Businesses (SDVOSBs). The work involves retrofitting three existing boilers to remove specific deficiencies documented in the July 20, 2023 Boiler Efficiency Institute report. Contractors will be responsible for addressing all safety device and configuration issues identified in section 3.1 of the Statement of Work, with a third-party inspector required to verify completion of deficiency corrections. The project falls under the NAICS category 238220 for Plumbing, Heating, and Air-Conditioning Contractors and the PSC category Z1DA for Maintenance of Hospitals and Infirmaries. Specific technical details about the boilers, including model and serial numbers, were provided in supplemental documentation to assist potential bidders in preparing their quotes.
