About this file
This document is a Request for Information (RFI) related to the VA Palo Alto Boiler Plant Retrofit project, Solicitation #36C26125Q0029. The RFI contains responses from the VA Project Manager to two specific questions from the contractor:
-
The performance period for each retrofit option is not possible considering material lead times, scope of work, and testing. The contractor estimates the work will take 2-3 times longer than the 120-day period listed in the solicitation. The VA Project Manager stated that no change in the performance period will be made at this time, but the contractor can provide a schedule after notice to proceed, and any extension will be approved by the Contracting Officer based on justified need.
-
The contractor plans to quote a completely new control panel for each boiler as part of the repairs, as the original installing contractors did not follow the VA's specifications. The VA Project Manager reiterated the response to the first question, indicating no change to the performance period at this time.
The related federal contract opportunity is a Request for Quotes (RFQ) for the VA Palo Alto Boiler Plant Retrofit project. The objective is to retrofit three existing boilers at the VA Palo Alto Health Care System facility to meet safety standards. The solicitation includes two line items with different performance periods and requirements for as-built drawings.

DESCRIPTION OF PROBLEM OR INFORMATION BEING REQUESTED
Please be specific as possible:
Please clarify the following RFI’s.
19. The performance period for each retrofit option is not possible considering the material lead times, scope of work, testing, etc. Based on experience with similar projects we estimate this will take 2X or 3X more days than the VA has listed. Does this need to be addressed before the bid or does this get extended once awarded and all lead times, scheduling, planning is complete for a realistic schedule to complete?
20. Based on our experience with the approval process for boiler plants, as part of the repairs we will be quoting a completely new control panel for each boiler to meet the VA specs. We do not see any other way to get this through their approval process, especially since the original installing contractors didn’t follow the specifications during the original retrofit. This retrofit scope relates to the extra time needed for the performance period and to complete our bid.
VA PROJECT MANAGER’S RESPONSE
19. No change in period of performance is made at this point. Contractor to provide a schedule after
NTP. Extension in period of performance will be approved by CO based on justified need.
20. See response to # 19.
