About this file
This document is RLP Exhibit B, a Broker Project exhibit for a GSA real estate lease solicitation using GSA Template R100, effective May 2026.
The exhibit establishes broker commission requirements and pricing procedures for lease acquisitions where VA (Virginia) employs a Tenant Representative Broker. An authorized contractor real estate broker represents VA and will receive a commission or lease acquisition fee paid by the Lessor. Offerors agreeing to pay commissions to listing agents, offering agents, brokers, property managers, developers, or other representatives must also pay VA's Broker commission consistent with local business practices as evidenced through a brokerage agreement. Commission amounts are negotiated between the Offeror and the Broker based on the Lease's Firm Term only; commissions are not negotiated or collected on option periods or lease terms beyond the Firm Term. Offerors must disclose all commissions and fees in their offer, entering the Offeror's representative commission in block 31a and VA's Broker commission in block 31b on GSA Form 1217 (Lessors Annual Cost Statement), with an executed commission agreement submitted alongside the initial offer. Commissions are treated as confidential financial information and cannot be used for public disclosure or other purposes without VA Lease Contracting Officer (LCO) consent. Broker commissions are included in rental consideration and must not be evaluated separately as part of price evaluation. For pricing on GSA Form 1364 (Proposal to Lease Space), compensation to GSA's Broker must be expressed as a percentage and entered in block 26.a, with any Brokerage Commission Agreement between VA's Tenant Representative and the Lessor documented on GSA Form 1217.

RLP EXHIBIT B BROKER PROJECT
BP 1.01 BROKER COMMISSION (VA MAR 2026)
A. For the purposes of this RLP, , (the Broker), is the authorized contractor real estate broker representing VA. The Government expects the
Lessor to pay a commission or lease acquisition fee to the Broker. By submitting an offer, the Offeror agrees that if the Offeror is paying a commission or fee in connection with this Lease to a listing agent, an offering agent, or broker, property manager, developer, or any other agent or representative, then the Offeror will pay a commission to the Broker to which the Broker would ordinarily be entitled consistent with local business practices, as evidenced through a brokerage agreement between the Offeror and the Broker. The commission payable to the Broker under this RLP will constitute the “Lease Acquisition Fee” as defined in Lease Exhibit 04.A (Broker Project). The commission will be negotiated between the Offeror and the Broker and will be based on a Lease term not to exceed the Firm Term of the Lease contemplated by this RLP. Commissions will not be negotiated or collected on option periods or for Lease terms beyond the Firm Term of the Lease. As part of the offer, the Offeror must disclose all commissions and/or fees to be paid by the Offeror including both the Offeror’s agent(s), broker(s), property manager, developer or any other agent or representative and the Broker. The Offeror must enter the commission amounts for its representative and the amount to VA’s Broker in blocks 31a and 31b respectively on GSA Form 1217, Lessors Annual Cost Statement. An executed commission agreement reflecting this agreement must be submitted with the initial offer.
B. INTENTIONALLY DELETED.
C. Commissions must be treated as confidential financial information and Offerors will refrain from public disclosure or using the information for any other purpose than that for which it was furnished without consent of the VA LCO.
D. The commission paid to the Broker must not be considered separately as part of this price evaluation since the value of the commission is included in the rental consideration.
BP 1.02 PRICING TERMS – BROKER (FEB 2026)
The following is added to the RLP paragraph titled “Pricing Terms.”
A. For how to price the offer on GSA Form 1364, Proposal to Lease Space, if VA is using a Tenant Representative Broker, compensation (expressed as %) to GSA’s Broker reflecting the agreement between Offeror and GSA’s Broker, must be entered in block 26.a.
B. Any Brokerage Commission Agreement between VA’s Tenant Representative and the Lessor for commissions identified in the GSA Form 1217.
