About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP Fleet Logistics Center Yokosuka) is soliciting proposals for ship repair and maintenance services for the USS DEWEY (DDG-105) in support of its FY26 Chief of Naval Operations Availability. The work encompasses fourteen Task Group Instructions covering inspection, repair, preservation, and replacement activities across various ship compartments and systems, including bilge wells, gas turbine generator intake and exhaust trunks, structural members, and insulation replacement. Prospective contractors must possess an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) and be authorized to operate in Japan. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, with evaluation criteria including technical acceptability, past performance, and lowest total price. The government intends to award without discussions but reserves the right to conduct them if necessary. The revised proposal submission deadline is November 20, 2025, at 10:00 AM Japan Standard Time, with proposals to be submitted electronically to kazuo.takamura.ln@us.navy.mil. Contractors must identify any hazardous materials in accordance with FAR 52.223-3 and DFARS 252.223-7001, and specify anticipated sea transportation requirements per DFARS 252.247-7022.
There is no set-aside designation for this solicitation. The contract is structured as a firm-fixed-price agreement with two Contract Line Item Numbers: CLIN 0001 for primary work and CLIN 0002 as a 9.28 percent growth reservation. The period of performance extends from March 30, 2026, through December 14, 2026, with work to be performed at Yokosuka Naval Base, Yokosuka, Japan. The solicitation does not specify an overall contract value or budget range; however, detailed work specifications and requirements are available through the Department of Defense Secure Access File Exchange (SAFE), which must be requested from the contracting officers. Technical documentation includes fourteen distinct Task Group Instructions with specific labor hour estimates and material cost breakdowns detailed in the government-furnished proposal breakdown forms. The work represents comprehensive ship maintenance and repair activities requiring specialized expertise in naval vessel systems, structural integrity assessment, and preservation techniques.
