About this opportunity

The U.S. Army Installation Management Command (IMCOM) NAF Contracting Office is seeking a firm-fixed price Indefinite Delivery-Indefinite Quantity (IDIQ) contract for a concessionaire to establish Campus Style Dining Venues (CSDV) at five U.S. Army Garrisons: Fort Bragg, Fort Stewart, Fort Cavazos, Fort Drum, and Fort Carson. The contractor will be responsible for financing, designing, building out/renovating, and operating modernized dining facilities that support Essential Station Messing (ESM) for soldiers and other eligible patrons. Key contract requirements include providing 24/7 food access, implementing innovative digital ordering platforms, maintaining Army nutritional standards, and partnering with AbilityOne nonprofit agencies and Randolph-Sheppard blind vendors. The evaluation will use a best-value trade-off approach, with technical factors weighted more heavily than price, focusing on business operations, food services, IT requirements, marketing, and facility management. Proposals were originally due on March 7, 2025, but have been extended multiple times, with the current deadline set for July 1, 2025, at 4:00 PM CDT.

This is a Non-Appropriated Fund (NAF) contract with no specific small business set-aside, managed by the Army Food Innovation and Transformation Program Office. The contract will have a base period of five years with five one-year option periods, totaling a potential ten-year performance timeline. The contractor will be reimbursed for ESM meals at established Meal Discount Rates and must pay the Fund a minimum monthly fee of 1% of gross revenue. Each dining venue will require a certified Head Chef and Dietitian, with the initial focus on Fort Bragg as the seed location. The estimated annual value is not explicitly stated, but the solicitation includes detailed financial documentation showing current dining facility earnings and expenses ranging from $18,000 to $188,000 monthly across the different garrison locations. The place of performance will be at the five specified U.S. Army Garrisons located in North Carolina, Georgia, Texas, New York, and Colorado, with each facility requiring comprehensive renovation and modernization to meet the Army's new dining service vision.
