About this file

This is a Request for Proposal (RFP) from the U.S. Army Installation Management Command (IMCOM) seeking a single firm-fixed price Indefinite Delivery-Indefinite Quantity (IDIQ) contract for a Campus Style Dining Venue (CSDV) concession service at five U.S. Army garrisons: Fort Bragg, Fort Stewart, Fort Cavazos, Fort Drum, and Fort Carson. The contractor will be responsible for financing, designing, renovating, and operating dining facilities that transform traditional military dining facilities into modern, technology-enabled dining experiences that support soldier nutrition, wellness, and performance.

The contract will be awarded on a best-value trade-off basis, with a base period of one year and four optional one-year renewal periods. Key requirements include implementing advanced ordering and payment technologies, providing nutritionally optimized meals that support the Army's Holistic Health and Fitness (H2F) program, creating flexible dining options, and maintaining facilities. The contractor will be reimbursed for Essential Station Messing (ESM) meals at predetermined rates and must pay a monthly fee to the Non-Appropriated Fund Instrumentality (NAFI). Proposals are due on 4 April 2025, with an anticipated contract start date of June 2025. The solicitation includes specific requirements for menu design, technology integration, marketing, facility maintenance, and operational standards across the five garrison locations.

SECTION B – SUPPLIES OR SERVICES AND PRICE/COSTS

B.1 OBJECTIVE

(a) To provide a modernized Soldier (21st Century capability) feeding alternative to what is described as the

Army’s legacy dining facility operations which will bring a modernized feel, supported by advanced technologies such as online ordering and delivery solutions, and will ultimately bring an abundance of healthy food options for Soldiers and to the wider installation community.

(b) Execute a revenue generating Campus Style Dining Venue (CSDV) that will deliver a Soldier feeding operation that will not only support Soldiers, but their Families, “Soldiers for Life” and others that creates an environment that impacts our community’s health, welfare, morale in a powerful way, as well as enhances unit level cohesion and teambuilding. It will ultimately demonstrate a sincere care for our #1 priority – our PEOPLE.

(c) Expand the dining opportunities for the Essential Station Messing (ESM) Solider that maximizes the propensity of utilization of that benefit.

(d) Promote the U.S. Army’s Holistic Health and Fitness (H2F) and the Department of Defense (DoD) Healthy Base Initiatives and support the achievement of the DoD healthy living objectives by adhering to Federal and DoD nutritional guidelines. Additionally, this concept will most positively impact the Army in several areas such as health and fitness, training readiness, recruitment, and retention among many others. This relationship and methodology will be modeled by current capabilities that exist on hundreds of institutions of higher learning and corporate businesses.

B.2 ELIGIBLE PATRONS

(a) The CSDVs will be open to the wider garrison community and includes military dependents, Soldiers for

Life, DA Civilians & Contractors.

(b) Eligible patrons will be comprised of two categories.

(1) Essential Station Messing (ESM) Soldiers – Essential Station Messing is messing declared by the installation, base, or station commander responsible for single Government quarters; that is essential to operate the appropriated fund dining facility efficiently and economically; or that is necessary for the health and safety of enlisted personnel permanently assigned to single quarters. Enlisted members permanently assigned to live in single Government quarters ashore and in grades E1 through E6 and who are entitled to a Basic Allowance for Subsistence may be assigned to Essential Station Messing.

(i) Soldiers on ESM will utilize the Army’s established meal entitlement verification system as a means for recording transactions to enable reimbursable payment to the CONTRACTOR for ESM meals sold by the CONTRACTOR. Verification of meal entitlement will be provided by Common Access Card (CAC) via the Army Food Management Information System (AFMIS) a “government owned system” (No Personal Identifiable Information (PII) shall be accessible to the CONTRACTOR). The CONTRACTOR’s point of sale system will have interoperability with the government’s AFMIS.

(ii) The CONTRACTOR will be reimbursed by the FUND for only AFMIS verified ESM meals provided by the CONTRACTOR to Soldiers at the Meal Discount Rate (MDR) established by the Office of the Under Secretary of Defense (OSD) plus an additional amount in the form of a Service Fee for each operating cost (calculation below). Breakfast, lunch and dinner reimbursement timeframes are listed in Section B.2(b)(iv).

Timeframes are listed in military time.

(iii) The reconciliation period, to include invoicing and reimbursement, will be managed no less than monthly in coordination with the COR.

REFERENCE NO. OR DOCUMENT BEING CONTINUED PAGE OF

NAFBA1-24-R-0024 3 128

(iv) The MDR is adjusted annually at the start of each calendar year and is published at Meal Rates | Defense Travel Management Office (dod.mil).” CY25 is noted below for example purposes. Future year rates are the responsibility of the CONTRACTOR to obtain and implement in coordination with the COR.

Regular Days: Authorized Holiday Days (Thanksgiving, Christmas, Army’s Birthday (June 14th):

Breakfast (00:00 – 09:59) $3.25 Breakfast $3.25

Lunch (10:00 – 14:59) $5.40 Holiday Lunch Meal $8.55

Dinner (15:00 – 23:59) $4.65 Dinner $4.65

Total Allowable Day Meal Discount Rate:

$ 13.30

Total Allowable Day Meal Discount Rate with Holiday Meal:

$16.45

(v) The following formula will be utilized to establish the full reimbursement amount to the

CONTRACTOR by the NAFI for ESM Solider meals:

The discount rate is considered 35% of the total meal “costs”. The Operating Cost will equate to 65% of the total meal “costs”. Above percentages are non-negotiable.

For example, using the CY25 rates:

Breakfast: $3.25 (MDR) + $6.04 (Operating Cost) = $9.29 (with $9.29 being the reimbursement rate for a breakfast served to a validated ESM Solider)

Lunch: $5.40 (MDR) + $10.03 (Operating Cost) = $15.43 (with $15.43 being the reimbursement rate for a lunch served to an ESM Solider)

Dinner: $4.65 (MDR) + $8.64 (Operating Cost) = $13.29 (with $13.29 being the reimbursement rate for a dinner served to an ESM Solider)

Daily Total: $13.30 (MDR) + $24.70 (Operating Cost) = $38.00 (with $38.00being the reimbursement rate if an ESM Solider was served all three meals by the CONTRACTOR.)

The three days authorized to include a Holiday Meal as noted above:

Breakfast: $3.25 (MDR) + $6.04 (Operating Cost) = $9.29 (with $9.29 being the reimbursement rate for a breakfast served to a validated ESM Solider)

Lunch: $8.55 (MDR) + $15.88 (Operating Cost) = $24.43 (with $24.43 being the reimbursement rate for a lunch served to an ESM Solider)

Dinner: $4.65 (MDR) + $8.64 (Operating Cost) = $13.29 (with $13.29 being the reimbursement rate for a dinner served to an ESM Solider) https://www.travel.dod.mil/Travel-Transportation-Rates/Meal-Rates/ https://www.travel.dod.mil/Travel-Transportation-Rates/Meal-Rates/
