About this file
This is a utility rates memorandum from the Department of the Army's Fort Liberty Installation Management Command establishing FY25 reimbursable utility rates for Army Air Force Exchange Service (AAFES), Residential Communities Initiative (RCI), and Privatized Army Lodging (PAL).
The document details specific utility rates for electricity (measured in kWh and SqFt), natural gas for summer and winter periods (measured in Therm and SqFt), water (measured in kGal and SqFt), and sewer services (measured in kGal and SqFt). The rates vary between AAFES and RCI/PAL customers, with RCI/PAL generally having slightly higher rates. For example, electricity is $0.06882/kWh for AAFES and $0.07061/kWh for RCI/PAL. The rates are based on commodity costs and maintenance costs, with maintenance costs calculated from the operation and maintenance portion of the utility privatization contract. Non-metered rates are charged monthly per square foot, though customers will be billed based on actual meter data when available. The rates become effective for FY25 and are to be billed according to established agreements with the Garrison.

a. Rate charges for refuse, propane, and fuel oil are provided on the additional utility services memo.
b. The utility rates are based on commodity costs and maintenance costs. For
AAFES and RCI/PAL, maintenance cost is calculated based on the operation and maintenance (O&M) portion of the utility privatization contract, not repair and replacement. Maintenance costs are pro-rated based only on the percentage of commodities utilized by each agency. For example, if the amount of electricity used by an agency is only 5% of the overall installation usage, maintenance cost is calculated at 5% of the O&M privatization cost.
