About this file
This file contains pre-proposal conference presentation slides for a Campus Style Dining Venue (CSDV) Initiative contract at Fort Liberty, NC, dated January 17, 2025. The Department of the Army Installation Management Command (IMCOM) seeks to award a single Firm-Fixed Price IDIQ revenue-generating concession contract to finance, design, build-out/renovate, operate and maintain campus-style dining venues at five Army garrisons: Fort Liberty (seed location), Fort Stewart, Fort Cavazos, Fort Carson, and Fort Drum.
The contract includes a one-year base period with four one-year options. Proposals are due March 7, 2025 at 4:00 PM CDT via DoD SAFE. This is a Non-Appropriated Fund (NAF) contract not subject to FAR regulations or small business set-asides. The contractor will be reimbursed for Essential Station Messing (ESM) soldier meals at established DoD meal discount rates plus operating costs (35% food cost/65% operating cost split). Contractors must propose revenue fee percentages to be paid back to the NAFI monthly for all five garrison locations. Technical evaluation factors include business operations, food/beverage service, IT requirements, marketing, facility build-out, and management approach. The acquisition uses a best value trade-off approach where technical factors are more important than price.

POC: leslie.m.perez9.naf@army.mil/520-674-2370 Army Food Innovation & Transformation (A-FIT) Objectives
To provide a modernized Soldier (21st Century capability) feeding alternative to what is described as the Army’s legacy dining facility operations which will bring a modernized feel, supported by advanced technologies such as ordering and delivery systems and will ultimately bring an abundance of healthy food options for Soldiers and to the wider installation community.
Execute a Campus Style Dining Venue that will deliver a Soldier Feeding Operation that will not only support Soldiers, but their Families, “Soldiers for Life” and others that create an environment that impact our community’s health, welfare, morale in a powerful way, as well as to enhance unit level cohesion and teambuilding. It will ultimately demonstrate a sincere care for our #1 priority – our PEOPLE.
Expand the dining opportunities for the Essential Station Messing (ESM) Solider that maximizes the propensity of utilization of those monies.
Promote the U.S. Army’s Holistic Health and Fitness (H2F) and the Department of Defense (DoD) Healthy Base Initiatives and support the achievement of the DoD healthy living objectives by adhering to established DoD nutritional guidelines. Additionally, this concept will most positively impact the Army in several areas such as health and fitness, training readiness, recruitment and retention among others. This relationship and methodology is modeled after current capabilities that exist on hundreds of institutions of higher learning and corporate businesses.

| Breakfast (0000 – 0959) $3.25 | Breakfast $3.25 |
| Lunch (1000 – 1459) $5.40 | Holiday Lunch Meal $8.55 |

$ 13.30 Total Allowable Day Meal Discount Rate with Holiday Meal:
$16.45
POC: leslie.m.perez9.naf@army.mil/520-674-2370 The following formula will be utilized to establish the full reimbursement amount to the CONTRACTOR by the NAFI for ESM Soldier meals:
The discount meal rate (raw food) is considered 35% of the total meal “costs”. The Operating Cost will equate to 65% of the total meal “costs”. Above percentages are non-negotiable.
For example, using the CY25 rates:
Breakfast: $3.25 (DMR) + $6.04 (Operating Cost) = $9.29 (with $9.29 being the reimbursement rate for a breakfast served to a validated ESM Solider)
Lunch: $5.40 (DMR) + $10.03 (Operating Cost) = $15.43 (with $15.43 being the reimbursement rate for a lunch served to an ESM Solider)
Dinner: $4.65 (DMR) + $8.64 (Operating Cost) = $13.29 (with $13.29 being the reimbursement rate for a dinner served to an ESM Solider)
Daily Total: $13.30 (DMR) + $24.70 (Operating Cost) = $38.00 (with $38.00being the reimbursement rate if an ESM Solider was served all three meals by the CONTRACTOR.)
POC: leslie.m.perez9.naf@army.mil/520-674-2370 SOLICITATION OVERVIEW (Continued) Thanksgiving, Christmas, Army’s Birthday (June 14th)
The three days authorized to include a Holiday Meal as noted above:
Breakfast: $3.25 (DMR) + $6.04 (Operating Cost) = $9.29 (with $9.29 being the reimbursement rate for a breakfast served to a validated ESM Solider)
Lunch: $8.55 (DMR) + $15.88 (Operating Cost) = $24.43 (with $24.43 being the reimbursement rate for a lunch served to an ESM Solider)
Dinner: $4.65 (DMR) + $8.64 (Operating Cost) = $13.29 (with $13.29 being the reimbursement rate for a dinner served to an ESM Solider)
Daily Total (with Holiday Meal): $16.45 (DMR) + $30.55 (Operating Cost) = $47.00 (with $47.00 being the reimbursement rate if an ESM Solider was served all three meals by the CONTRACTOR.)
