About this file
This document is a Request for Information (RFI) log for a Campus Style Dining Venue (CSDV) Indefinite Delivery-Indefinite Quantity (IDIQ) contract, solicitation number NAFBA1-24-R-0024. The U.S. Army Installation Management Command (IMCOM) seeks a concessionaire contractor to finance, design, renovate, and operate dining facilities at five Army garrisons: Fort Bragg (Liberty), Fort Stewart, Fort Cavazos, Fort Drum, and Fort Carson. The contract will establish a fixed-price IDIQ for transforming dining facilities into campus-style venues that support the Army's Holistic Health and Fitness (H2F) program.
Key details include a base period of one year with four one-year option periods, totaling possible five-year contract performance. The contractor will be responsible for purchasing food, managing operations, and implementing a new dining concept that includes recreational activities and social gathering spaces. The solicitation requires the contractor to provide pricing specifically for Fort Bragg initially, with potential task orders for other locations. Unique aspects include the contractor retaining food procurement rebates, providing meals for Active Duty Soldiers with a daily meal allowance of $38, and implementing a new dining service model that emphasizes healthy eating, skill development, and social interaction. The RFI log contains numerous detailed questions from potential bidders about operational, financial, and logistical aspects of the proposed contract.

| C.4 Period of Performance | Amentum | Part IV – Pricing – Fort Liberty Specific Proposal suggests that the RFP is requesting pricing only for Ft Liberty in this solicitation. Does the Government intend to request pricing for the other four (4) sites upon contract award for Fort Liberty as separate Task Orders? Or was the omission of pricing for the other four (4) sites unintended and the Government plans to issue an amendment to this solicitation requesting pricing for all five (5) sites before the proposal due date? Please advise. | IMCOM | Only Fort Bragg (formerly Liberty) pricing is required for Base Contract award. All other locations pricing will be required when and if a task order is issued and a location specific business plan and proposal is submitted. | 3/11/25 | |||
| 2 | Page 19; | |||||||
| C.4 Period of Performance | Amentum | Section states: (g) The CONTRACTOR will purchase food utilizing their own contracting vehicles and sources. The Buy American Act (Supplies) nor Berry Amendment apply. |
| Will the Government please clarify if the "Buy American Act (Supplies)" and "Berry Amendment" apply or not? The verbiage is unclear. | IMCOM | No, neither apply. | 3/11/25 |
| 3 | Page 36; | ||
| F.1 Deliverables and Ongoing Operations | Amentum | Section b.3.a states: The term "gross revenue" is defined as all monies and other things of value received by, or paid to contractor, or other person, firm or corporation for vendor's use or benefit, and all credits, arising upon, out of, or in connection with the food baverage operations during the contract term less any refunds and aplicable sales, use, excise or other taxes. |
| Question: Can Goverment please clarify if under Gross Revenue is the Goverment including revenue from sales made by Contractor to the "Cash Customers"? | NAF Contracting | Yes, this includes cash sales minus sales tax. | 3/11/25 |
| 4 | Page 45; | ||
| H-21 Phase IN Period | Amentum | Section a states: (a) The period of performance of this contract will be a base period of one (1) year, with the option of four (4), one-year option periods for a possible total of five (5) years. Each task order resulting from this IDIQ will have a base period of one (1) year with four (4) one-year option periods for a possible total of five (5) years. |
| Question: The Goverment is requesting that the contractor make capital investment in refurbishing the dining facility; however, the contract is guranteed only for the base period of 12 months. The base period contract length is too short to enable contractor to recupurate amortized investment costs associated with building renovation without compromising on the ratio of 35% for Meal Discounted Rate and 65% Operating Costs. Can the Government offer assurance that the four optios periods will be awarded? | IMCOM | No. There are no guarantees. | 3/11/25 | |||
| 5 | Page 45; | |||||
| H-21 Phase IN Period | Amentum | Will the Goverment consider modifying the RFP to 5 years Base Period + 5 x 1 year option periods? | IMCOM | No. CSDV Pilot only approved for five (5) years total. | 3/11/25 | |
| 6 | Page 121; | |||||
| L.12.2.d.2.i.E | Amentum | Table F.1.a indicates a requirement for "EE Training AT/OPSEC" |
| Will the Government please clarify what EE means? | NAF Contracting | Reference to "EE" will be removed from the RFP. | 3/11/25 | ||||
| 7 | Page 105-112; | ||||||
| Section K | Amentum | Will the Government consider revising the RFP and include a separate CLIN for Transition to include costs for renovation of the Fort Liberty building 4-1832? | IMCOM | No. | 3/11/25 | ||
| 8 | Page 26; | ||||||
| C.6.8 MARKETING | Amentum | It is our understanding there are up to 4 additional dining facilities at Fort Liberty in addition to building 4-1832. Can the Government clarify if Notice To Proceed for these additional dining facilities at Fort Liberty will be issued within the 12 months from issuance of the first NTP for building 4-1832? | IMCOM | No. This contract is only for the one DFAC at Fort Bragg (formerly Liberty). There will be no expansion on Fort Bragg or the other locations. One DFAC only per location. | 3/11/25 | ||
| 9 | ATTACHMENT J.3.4 - Fort Bragg (formerly Liberty)_BLDG 4-1832 BUILDING DRAWING.pdf | Amentum | Will the Government clarify if "Specific phases and step by step process to be utilized to successful expand and standup CSDV operations at the rest of the identified building locations included as a part of this RFP" applies to the 5 locations in C.5? | IMCOM | Yes, vendor proposal should include this for each location and building based on business plan and vendor capability starting with the base location of Fort Bragg, NC through full operation and opening and how and when they would approach the additional locations, i.e. one at a time, overlapping or all at once. |

| C.6.5, Information Technology; (g), (2) | Amentum | Can the government provide details on how Bidder's Proposed Building Concept specific to Fort Liberty, bldg 4-1832 be weighted as a factor in the award decision? | NAF Contracting | The proposed building concept is a sub-factor of Factor 1 which bears more weight than Factor 2, and when combined together, weigh more than price. | 3/11/25 | |||
| 16 | Page 24; | |||||||
| C.6.5, Information Technology; (g), (2) | Amentum | Is there sufficient space to establish a location for cash management I.E., safes etc. | AFIT | Yes, sufficient space will be made available | 3/11/25 | |||
| 17 | Page 24; | |||||||
| C.6.5, Information Technology; (g), (2) | Amentum | Without the CAC card and online order/delivery service is established for ESM, what is the expectation of validating the CAC cards in AFMIS? | CECOM | During the initial phase of CSDV pilot operation, before the full implementation of CAC card-enabled online ordering and delivery services, ESM patrons will be required to present their CAC cards at the point of sale for manual validation in AFMIS. | 3/11/25 | |||
| 18 | Page 24; | |||||||
| C.6.5, Information Technology; (g), (2) | Amentum | Should the use of Eagle cash be considered as part of payments accepted? | AFIT | No. The Army is actively phasing out the Eagle Cash payment system in favor of more modern and secure payment methods. While some garrisons or individual vendors might still accept Eagle Cash, its use is becoming increasingly rare. Offerors should plan to accept alternative payment methods commonly used on Army installations. | 3/11/25 | |||

Request the Government clarify or confirm that the headcount data in J.3.1.1 is for the Liberty DFAC cited in RFP C.5. | AFIT | The head count for B1732 was used to simulate the historical headcount of B 4-1832 (Closed Facility). Both buildings are similar in capacity. (BLDG is a similar model). Reference Attachment 03. | 3/11/25 | ||

| 22 | B.1, B.2, C.2, C.3(c ), C.5, C.6(b), C.6.8, C.7.1(d), J.2, L.12.2(d)(2)(i)(E) | ATTACHMENT J.3.4 - Fort Liberty_BLDG 4-1832 BUILDING DRAWING.pdf | Amentum | Fort Liberty has 5 DFACs in addition to the one identified in C.5 of the RFP. There are currently around 7,158 ESM soldiers at Fort Liberty in addition to the number of “cash” customers not known to the bidder. The DFAC identified for this program in C.5, Victory Warrior Restaurant Bldg 4-1832, is currently capable of seating approximately 244 patrons maximum at any one time based on a review of the drawing. Looking at one meal the vast majority of patrons would be expected to visit across a three-hour period, such as between 5am - 8am or 7am -10am. During this time, it is reasonable to estimate serving approximately 1,464 patrons. This capacity services only 20% of the ESM customers at peak time. The percentage likely goes much lower when considering serving all eligible patrons at Fort Liberty. If the seating is doubled at Victory Warrior Restaurant, it will still only serve 40% of ESM patrons and a significantly lower percentage of all patrons at Fort Liberty. |
1). Does the Government consider transforming only the Victory Warrior Restaurant at Fort Liberty to be a significant enough change to promote its H2F program across the garrison? AFIT We understand your concerns about Victory Warrior Restaurant's capacity. While the initial transformation targets one DFAC, it's crucial to see this as a pilot program with a broader, long-term vision: *Proof of Concept: Success at Victory Warrior will pave the way for expanding the CSDV model to other DFACs.
*Cultural Shift: The CSDV aims to create a gradual shift towards healthier eating habits and a more engaging dining experience for all.
*Phased Approach: Transforming all DFACs at once is a massive task. A phased approach allows for manageable implementation and refinement.
*Holistic H2F Strategy: The CSDV works alongside other H2F initiatives to promote Soldier well-being.
*Data-Driven Expansion: We'll use performance data to guide future expansions and maximize impact.
| This pilot CSDV at Victory Warrior is a significant step towards achieving the Army's H2F goals at Fort Bragg (formerly Liberty), serving as a model for future growth and cultural change. | 3/11/25 | |||||||
| 23 | B.1, B.2, C.2, C.3(c ), C.5, C.6(b), C.6.8, C.7.1(d), J.2, L.12.2(d)(2)(i)(E) | ATTACHMENT J.3.4 - Fort Liberty_BLDG 4-1832 BUILDING DRAWING.pdf | Amentum | 2). Since many patrons would have to walk a significant distance or drive to the new CSDV, is it reasonable to assume they would likely opt for the closest DFAC, which has not been transformed to CSDV? | AFIT | The Army is exploring a "Shuttle Bus" service at Fort Bragg (formerly Liberty) to improve food logistics, especially for Soldiers in B1732, family housing, and the Warrior Transition Unit. This is part of a broader effort to ensure reliable transportation options, even with 60% of Soldiers having POVs. | 3/11/25 | |
| 24 | B.1, B.2, C.2, C.3(c ), C.5, C.6(b), C.6.8, C.7.1(d), J.2, L.12.2(d)(2)(i)(E) | ATTACHMENT J.3.4 - Fort Liberty_BLDG 4-1832 BUILDING DRAWING.pdf | Amentum | 3). If all, or even half of all, eligible patrons at Fort Liberty decided to have breakfast at the new CSDV on the same morning, there would not be room to accommodate all of them, even if the seating capacity is doubled. Is this an accurate assumption? | AFIT | The current capacity for Building 4-1832 on Fort Bragg (formerly Liberty) is 600 patrons. | 3/11/25 | |
| 25 | B.1, B.2, C.2, C.3(c ), C.5, C.6(b), C.6.8, C.7.1(d), J.2, L.12.2(d)(2)(i)(E) | ATTACHMENT J.3.4 - Fort Liberty_BLDG 4-1832 BUILDING DRAWING.pdf | Amentum | 4). Does the Government expect the bidder’s major restoration/new construction plans to increase the seating capacity of Victory Warrior Restaurant to accommodate 50% or more of all eligible patrons to have effective promotion of the H2F program? | AFIT | The government does not expect the bidder's major restoration/new construction plans to increase seating capacity 50% more. The expectation is for the bidder to maximize existing capacity to service customers. | 3/11/25 | |
| 26 | B.1, B.2, C.2, C.3(c ), C.5, C.6(b), C.6.8, C.7.1(d), J.2, L.12.2(d)(2)(i)(E) | ATTACHMENT J.3.4 - Fort Liberty_BLDG 4-1832 BUILDING DRAWING.pdf | Amentum | 5). Or, would the Government consider including 2 or 3 more of the unidentified DFACs at Fort Liberty in this CSDV transformation program to substantially increase promotion and effectiveness of its H2F and modernized soldier feeding alternative initiatives at the garrison? | AFIT | The CSDV Pilot is designed to inform future CSDV transforming decisions. Assessing the data analytics from the Pilot, the government plans to scale operations on Fort Bragg (formerly Liberty). | 3/11/25 | |
| 27 | B.1, B.2, C.2, C.3(c ), C.5, C.6(b), C.6.8, C.7.1(d), J.2, L.12.2(d)(2)(i)(E) | ATTACHMENT J.3.4 - Fort Liberty_BLDG 4-1832 BUILDING DRAWING.pdf | Amentum | 6). It is assumed this same line of reasoning applies at the rest of the building locations identified in C.5. Can the Government respond to these same questions for each building location identified in C.5? | AFIT | The government does not expect the bidder's major restoration/new construction plans to increase seating capacity 50% more. The expectation is for the bidder to maximize existing capacity to service customers. | 3/11/25 | |
| 28 | C.5 | Attachment J.3.4; J.4.4; J.5.4; J.6.4; J.7.4 | Amentum | Would the Government please provide current estimated seating capacities for each of the DFAC buildings identified in C.5 | AFIT | *Fort Bragg (formerly Liberty) -- 4-1437 Normandy Drive, Bldg 4-1832, Fort Liberty, NC |

| 30 | C.6.4(d) | Amentum | C.6.4(d)(1) states, "The CONTRACTOR will coordinate to schedule all required repairs for the Government and NAFI-owned property and equipment with the COR." |
| Request the Government clarify whether contractor employees will perform repair and maintenance of GFE or Government employees will perform the repair and maintenance. | NAF Contracting | Refer to Section C.7.2. | 3/11/25 | ||
| 31 | F.1(a); H.5(b) | Amentum | F.1(a) states that the Insurance Certificate is due "no later than 5 days after contract award." H.5(b) states that it is due "not less than five (5) calendar days after contract award." |
| Request the Government clarify whether it is due before or after 5 days after contract award. | NAF Contracting | Pursuant to Section H.5.(b), certificates of insurance will be required no later than five (5) days after issuance of each Task Order. | 3/11/25 | |||||
| 32 | I.9(a) | Amentum | Does the Government anticipate that the first task order, Fort Liberty, will be issued on 6/15/2025? | NAF Contracting | The NAFI cannot guarantee award of the first Task Order by 15 June 2025. | 3/11/25 | ||
| 33 | J.9; J.13 | Amentum | Will the Government be providing attachments for food purchases for selected DFACs and example of outgrant document? | IMCOM | All available information to date has been furnished. | 3/13/25 | ||
| 34 | RFP C.2(c )(1) | Amentum | The RFP C.2(c )(1) states that the resultant campus style dining facility must include recreational activities and space and social gathering areas. |
Request the Government define and provide examples of these activities and spaces. Does the Government intend that these activities and spaces reside within the cafeteria facility or in some other MWR location at the Garrison? AFIT Offerors are encouraged to propose innovative solutions that integrate recreational activities and social gathering spaces into your design. Consider options such as:
*Incorporating gaming areas: Pool tables, board games, or video game consoles could provide entertainment and encourage interaction.
*Creating comfortable lounge spaces: Comfortable seating, TVs, and charging stations can foster relaxation and social interaction.
*Utilizing outdoor areas: Patios or courtyards could host events, games, or simply provide a space for Soldiers and families to enjoy fresh air.
*Partnering with existing MWR facilities: Explore ways to connect the CSDV with existing recreational offerings, such as fitness centers or sports fields.
| The location of these activities and spaces is flexible. You can propose incorporating them within the CSDV facility itself or leveraging other suitable MWR locations. We're open to your creative ideas and look forward to seeing how you envision these elements enhancing the CSDV experience. | 3/11/25 | |||
| 35 | RFP C.3(e)(1)(vi) | Amentum | The RFP C.2(c )(1) states that the "contractor will reach the various portions of post (where the patrons are) with quality food utilizing various "delivery" platforms/options." |
Request the Government define and provide examples of the Garrison locations intended (where patrons are). AFIT 1. Barracks/Dormitories
2. Office Buildings/Work Centers
3. Family Housing Areas
4. Recreational Facilities:
Gyms, fitness centers, and sports fields
5. Other Relevant Locations:
Medical facilities
| Training areas: Depending on the nature and location of training activities, delivering meals could support Soldier readiness. | 3/11/25 | |||||||
| 36 | RFP C.5 | Amentum | The RFP C.5 (Locations) states the names of three garrison dining venues: Liberty/Bragg, Cavazos, and Carson. For example, the stated name of the Liberty/Bragg venue is the "Victory Warrior Restaurant." As part of the CSDV transformation and re-branding effort for the proposal, may we offer alternative names for these venues? | AFIT | The Army's CSDV initiative allows vendors choose unique names and branding for their dining facilities, allowing them to appeal directly to each garrison community. | 3/11/25 | ||
| 37 | Part 1, Section B.2 | Metz Culinary Management | Is the ESM reimbursement limited to the allocated amount at each meal period, or is the soldier permitted all $38/day?
