The purpose of this notice is to post the amendment FA8201-16-R-0007-0002 for the Simplified Acquisition of Base Engineering Requirements (SABER); post Questions and Answers as of 7 March 2016; and post Site Visit Attendee List.
Offerors are requested to submit questions to the points of contact noted below no later than 04:00 PM MDT, Tuesday, March 15, 2016. Questions received after this date will not be responded to. This is the last question and answer session for this requirement.

The purpose of this notice is to post the Request For Proposal (RFP) for the Simplified Acquisition of Base Engineering Requirements (SABER).
The selection process will be to evaluate offers received from 8(a) firms located within Utah or 8(a) construction firms outside of Utah that have an approved bona fide office in Utah at the time of bid submittals, and the assigned North American Industry Classification System (NAICS) Code. All other 8(a) participants are ineligible to submit offers. Please refer to RFP and attachments for additional information.
The site visit will be held on 23 February 2016. Doors open at 0800 for check in. Briefing begins at 0830. Buses will leave promptly at 0845. Offerors shall submit the names of all attendees and all required information on Attachment 24, Site Visit Attendees Form to Katie Gill, Contract Negotiator, e-mail: katie.gill@us.af.mil and Marnie Whiteaker, Contracting Officer, e-mail: marnie.whiteaker@us.af.mil no later than 1:00 p.m. Mountain Time on Thursday, February 11, 2016 per the RFP.
Requests received after the specified time WILL NOT be granted due to Security Force requirements. Although some individuals may have access to Hill AFB, all attendees must submit required information by specified deadline and must meet at the Hill Air Force Base Museum. The Government will provide transportation from Hill AFB Museum to the job site(s) and back to the museum.
Electronic devices to include cellular phones, tablets, laptops, laser measuring tools, etc., will be allowed. However, picture taking is strictly prohibited. If an individual is observed taking a photo at the job site(s), the device will be confiscated. The Government does not have any drawings to provide. Approved photos have been provided as an attachment to the RFP (Attachment 25). Please refer to RFP and Attachments 23 and 24 for additional information. We anticipate spending approximately one hour per building to allow all offerors an opportunity to obtain measurements, etc. Please plan accordingly. Requests for additional site visits will not be granted.
The list of site visit attendees will be posted to FBO. If you would prefer your information is not posted to FBO, please annotate this on the sign-in sheet.

In accordance with FAR 5.2, this notice serves as the presolicitation synopsis for FA8201-16-R-0007. Hill Air Force Base has a need for a Simplified Acquisition Base Engineering Requirements (SABER) contract.
OBJECTIVE: Establish a multiple award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract covering multiple disciplines in general construction to be managed by the 75th Civil Engineering Group (CEG) at Hill Air Force Base (HAFB), Utah. Project locations may also include remote sites such as Boulder Seismic Station Pinedale, WY; Little Mountain, UT; Utah Test and Training Range (UTTR) and other geographically separated areas under the jurisdiction of HAFB. Task orders (TO) will be issued under this contract to define specific project requirements.
SCOPE OF WORK: Contractor shall furnish all equipment, tools, supervision, labor, material, quality control, and other items necessary to safely manage and accomplish a broad range of repair, modification, and construction tasks on various real property facilities. Tasks include fabrication, installation, modification, and testing on various facilities and interfacing equipment. Tasks involve a variety of disciplines such as demolition, reclamation, utilities, excavation, structures, electrical, mechanical, and other specialty and general construction work.
SABER solicitation will be posted to FBO as an 8(a) Small Business Set-Aside with competition limited to 8(a) firms located within Utah or other 8(a) construction firms outside of Utah that have an approved bona fide place of business in Utah at the time of bid submittals. Work performed will be within the NAICS Code 236220. Foreign participation is not permitted.
