Questions and Responses 15 March 2016
1. Question: Title page in Sect L states:
3.13.1. The title page of each volume must show-
3.13.1.1. Solicitation Number
3.13.1.2. Name, address, telephone and facsimile numbers, Commercial and Government Entity (CAGE) Code, Data Universal Numbering System (DUNS) Number, and email address of the Offeror
3.13.1.3. Volume number and name (e.g. Volume I, Price) and copy number (i.e. Original, copy 1, copy 2, etc.)
However, Solicitation pg. 22 states:
(2) The first page of the proposal must show--
(i) The solicitation number;
(ii) The name, address, and telephone and facsimile numbers of the offeror (and electronic address if available);
(iii) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item;
(iv) Names, titles, and telephone and facsimile numbers (and electronic addresses if available) of persons authorized to negotiate on the offeror's behalf with the Government in connection with this solicitation; and
(v) Name, title, and signature of person authorized to sign the proposal. Proposals signed by an agent shall be accompanied by evidence of that agent's authority, unless that evidence has been previously furnished to the issuing office.
Which version would you like?
Answer: The information in the solicitation on page 22, FAR clause 52.215-1, is also shown throughout Section L, including parts 3.13 and 7. Therefore, including the information requested in Section L also meets the requirement of FAR clause 52.215-1. Please provide information IAW Section L.
2. Question: In Section L, 6. Volume III- Past Performance (pg10) it states that “Offerors must also submit a CD IAW Section L, Table 1.” Please clarify.
Answer: Table 1 is shown on page 4 of Section L. The “copies” column dictates which volumes require CDs and how many CDs. The statement on page 10 notated above is simply directing the offeror to follow the instructions listed in Table 1 of Section L. The Past Performance CD should include the PPI Database File, saved with a filename as the prime contractor+RFP number+file extension (.accdb), IAW Appendix 1 of Section L.
3. Question: Clarify a matter in Section L paragraph 6.1.2 as per Section L 3.8 addresses
Discrepancies. In definition of Relevancy for the three Past Performance Projects that are required, it is indicated that “any relevant Government contract where the Offeror was the Prime Contractor will be considered and reviewed to determine past performance history.”
Does this mean that only past performance from the “Offeror” will be considered and past performance of a subcontractor with a higher degree of expertise for this seed project will not be allowed?
Answer: Yes. Past Performance information regarding the past work of the Prime Contractor will be considered and reviewed to determine past performance history. This past performance review is intended to demonstrate that the Offeror is capable of fulfilling program requirements IAW the SABER Basic SOW, Seed Project SOW, and future Task Order SOWs which includes coordination and management of subcontractors. Therefore, submitting Past Performance information for a subcontractor does not replace the past performance information required from Offeror as Prime contractor. The use of a subcontractor is at the discretion of the Prime contractor.
