SABER SEED PROJECT SOW Work Order: 58595

SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER)

HILL AIR FORCE BASE, UT

SEED PROJECT STATEMENT OF WORK (SOW)

FOR

REFURBISH HEATING, VENTILATION AND AIR CONDITIONING (HVAC)

SYSTEMS IN MUNITIONS ASSEMBLY, MAINTENANCE AND STORAGE

(MAMS) I AREA – BUILDINGS 950, 970, 980, 2405 AND 2408

1. GENERAL REQUIREMENTS

1.1 The contractor shall provide all labor, materials, tools, equipment, testing, transportation, and supervision to accomplish the following task in accordance with requirements contained in the original contract specifications.

1.2 The contractor shall provide a written proposal (narrative and graphic, as needed) describing their approach to the proposed project work described in the government’s SOW and any applicable project drawings, if any.

1.3 The contractor shall provide, as part of the proposal, a basic design solution showing a complete understanding of the requirement.

1.4 The SABER Project Manager (PM) will be identified at time of award. The contractor shall notify the SABER PM and Contracting Officer prior to beginning any work.

1.5 The contractor shall comply with all current versions in effect for Unified Facilities Criteria (UFC) 1-200-01, Hill AFB Design Standards, the 75th CS TAB K (dated 1 August 2011), and all manufacturers recommend installation, start-up and operation instructions for all equipment installed as part of this project.

1.6 The contractor shall perform the contracted service after coordinating with SABER PM. Normal working hours for this project are 0730 to 1530 Monday through Friday. No overtime costs shall be allowed.

1.7 The contractor shall provide material submittals prior to using and/or starting the project and provide all required/requested as-builds drawings, training, Operation and Maintenance (O&M) manuals, and/or closeout documentation to the SABER PM prior to the final inspection.

1.8 The contractor shall have seven (7) days to complete any punch list items prior to Period of Performance completion date, 100% beneficial occupancy being granted or final invoice being accepted, based upon final visual inspection/walk thru with the customer, contracting officer (CO), SABER PM, and SABER contractor/sub-contractor(s).

1.9 The contractor shall keep all material well organized and clean the area of construction daily and clean the entire project area prior to final inspection.

1.10 The contractor shall properly dispose of all construction materials off base. The contractor shall not use government furnished roll-off containers and/or dumpsters. Contractor(s) shall provide their own containers for construction debris.

1.11 The contractor shall use employees and or subcontractors with work experience and licensing (as required) in the SABER Basic SOW Section 01 31 01.

1.12 Prior to submitting bids, contractors and subcontractors shall visit and inspect jobsite to verify locations of all the existing electrical/plumbing/mechanical. Upon contractor inspection of jobsite, contractor shall notify the SABER Contracting Officer with questions of any deficiencies related to the project that may cause modifications to the contract unless incorporated into a revised government

SOW.

1.13 The contractor shall conform to all safety requirements contained in all applicable standards, for activities related to the accomplishment of the work performed and provide dust protection to protect government assets.

1.14 The contractor shall be responsible for safeguarding all government property. At the close of each work period, government facilities, property, and materials shall be secured.

1.15 The contractor shall provide protection to government property, to prevent damage during the period of time the property is under the control or in possession of the contractor.

1.16 The contractor shall record and report promptly (within one hour) to the contracting officer or SABER PM, all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.

1.17 In the event of an accident/mishap, the contractor shall take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.

1.18 The contractor shall notify the Hill AFB Fire Dept. at 911of any environmental spills, and then promptly report the incident to the SABER PM. If the contractor spills or releases any substance as contained in 40 CFR 302 into the environment, the liability for the spill or release of such substances rests solely with the contractor and its agent(s) to remediate the area as required, at no additional cost to the government.

1.19 The contractor and subcontractors shall warranty all materials and installation for a period of one year upon completion of the project.

1.20 For toxic hazards such as asbestos and lead-based paint, work shall be performed by a contractor with a current license in the State of Utah by individuals with current certification(s) as required by the State of Utah and IAW Section 3.5 of the Basic SOW.

1.21 The contractor shall purchase all ASSA cores and provide to SABER PM for install by 75 CES Base Key Shop as per Hill Air Force Base Facility Design Standard, Section 4.5.3, Keying.

2. STATEMENT OF WORK

This project is to refurbish the HVAC systems at buildings 950, 970, 980, 2405 and 2408. Work will include refurbishment of existing HVAC Air Handling Units (AHU), replacement of air conditioning (A/C) coils, evaporative cooling sections, steam coils, steam valves, steam pressure reducing valve (PRV) stations, steam safety valves, steam traps, AHU motors, replace/upgrade electrical service to all HVAC equipment, replace Direct Digital Control (DDC) controls, install security bars in ductwork and replace mechanical room lights.

This project is in a secure area of Hill Air Force Base. All contractor and subcontractor employees shall have a federal background check completed by the government prior to gaining unescorted access into the MAMS I Area. The federal background check process may take approximately 30-60 days. Escorted access to the MAMS I Area prior to the background check may be authorized on a case by case basis, with a request to the Program Manager. However, this access is not guaranteed; therefore, plans should be made accordingly.

No electronic devices shall be brought into the MAMS Area.

Period of Performance – 180 Days from Notice to Proceed (NTP), allowing 30 days per building.

*Please note: There may only be one building available for repairs at a time. As such, prior scheduling will be required to prevent delays between moving from building to building.

2.1 Submittals required with proposals:

5. Electrical Motors

6. Evaporative Cooling Section

7. A/C DX coil

8. A/C Condenser

9. DDC Controls Points List

10. All Actuated Control Valves

11. Electrical Breakers

12. Preliminary Fire Alarm design and all Fire Alarm components and devices

- Full design required and approved by government prior to install.

3. ALL BUILDINGS

3.1 Asbestos:

The contractor shall remove all asbestos from mechanical room(s) to include pipe insulation, vibration sleeves/collars, and all hard pipe fittings IAW all requirements identified by the Utah Division of Air Quality (DAQ) to include Utah DAQ rule R307-801, OSHA 29 CFR 1926.1101 and/or 29 CFR 1910.1001 and EPA 40 CFR Part 61, sub part M.

3.2 Mechanical:

A. The contractor shall remove the existing Control Room Direct Expansion

(DX) condenser, all refrigerant lines and coils that are part of the existing

Control Room A/C system. All refrigerant must be recovered and returned to the 75th Civil Engineer Refrigerant Management Office (POC - Kim Berger @ 801-777-2098 or the SABER PM). Recovery bottles must be obtained from this office. All bottles shall be labeled with building number and unit make, model and serial number.

B. The contractor shall supply the existing DX unit and new DX unit Make, Model, Serial Number, building number and refrigerant charge to SABER

PM.

C. The contractor shall install a new 7½-ton DX cooling system for the Control

Room. New system to include at a minimum; new condenser to include manufacturer-installed low ambient kit and crankcase heater, evaporator coil, metering device, refrigerant piping to include liquid line filter drier.

D. The contractor shall install new motors on both AHU’s and return fan. Bay

AHU requires two speed motor for summer/winter operation.

E. The contractor shall install new bearings on all AHU’s fan shafts. New bearings shall be sized and rated for the appropriate use and application.

F. The contractor shall install line hide over refrigerant lines and electrical conduit.

G. The contractor shall adjust control room AHU fan speed to provide proper airflow for new A/C capacities. If sufficient airflow capacities cannot be obtained, contractor shall modify existing unit to meet airflow requirements or replace entire Control Room AHU.

H. The contractor shall install condenser in the same location as the existing condenser. Increase housekeeping pad size or install housekeeping pad as needed. Provide level surface for unit.

I. The contractor shall replace all damper sections and confirm proper operation.

J. The contractor shall ensure the Bay HVAC system is capable of maintaining

80˚ғ ± 5˚ғ bay temperature throughout the winter months even when outdoor air temperatures are as low as 0˚ғ.

K. The contractor shall replace the entire outside evaporative cooling sections to include new metal housing, cooling media sections with media, water pumps, drain piping and valves, float valves, water supply piping and valve, stand pipes and controls, . While cooling section is still new, the contractor shall spray all swamp cooler metal with a waterproof coating (something similar to Rhino Lining).

L. The contractor shall re-insulate, wrap with metal and seal all outside HVAC ductwork that is damaged. Re-secure/patch and seal all existing wrap to make entire duct weather tight.

M. The contractor shall repair any broken seams and repair/replace any damaged duct. All repairs shall be made using 22 gauge Galvanized Sheet Metal.

N. The contractor shall perform all maintenance, adjustments, calibration, ensure all belts and pulleys are properly sized and aligned; motors and fans are running without vibration and at appropriate speeds and any other service required to bring the HVAC systems up to their most efficient state.

O. The contractor shall install new vibration sleeves where any may have been removed during asbestos abatement.

3.3 Plumbing:

A. The contractor shall install only Schedule 80 Black Iron pipe and extra heavy fittings for all steam use.

B. The contractor shall pipe the drip leg the same size as the coil outlet and tee off the drip leg with the same size pipe as the trap inlet.

C. The contractor shall replace all steam traps throughout the mechanical room and restroom. Install appropriate size and type of steam trap on all coils; do not take existing traps as being the correct size or type.

D. The contractor shall install appropriate sized vacuum breakers in steam coil/piping for proper drainage of condensate.

E. The contractor shall replace all pipe insulation within the mechanical room.

Insulation wall thickness shall meet HAFB Facility Design Standard and seams/fittings shall be sealed.

F. The contractor shall label all pipe to indicate contents and direction of flow.

Label all steam pipes to indicate steam pressure. Follow applicable codes.

G. The contractor shall install new PRV and associated piping in each building.

New pipe for PRV station to included bypass line with globe valve, new isolation valves, new gauges before and after the PRV on “pig tails” with valves, PRV feedback pipe (install per manufacturer’s recommendations), steam safety valve and discharge piping (may reuse vent pipe if properly sized). Safety valve shall be sized and rated with relief capacities that meet ASME Codes.

H. The contractor shall install new 4” pressure gauges with appropriate pressure ranges - high pressure steam is 120-125 Pounds Per Square Inch (psi) and low pressure steam is generally 15-18 psi.

I. The contractor shall install new steam coil isolation/actuated valves and strainers.

J. The contractor shall ensure all steam/condensate valves are rising-stem type valves.

K. The contractor shall install new drain piping for the evaporative cooling sections. Main drain pipe shall be 1½”, with cleanout ability on each end of the main drain pipe. Each sump shall have its own drain valve. Main drain shall be piped to the ground.

L. The contractor shall install new steam coils that meet the specifications below:

a. All specifications are based on Armstrong-Hunt Model PH2-B10-Q12

Centifeed-Tandem coil. All Bay AHU coils shall meet the following specifications:

1) Tubes: 1½” OD X 12ga. wall steel tubes, ASTM A-214 ERW.

2) Inner Tube: 1” OD X .035” wall steel, ASTM A-513

3) Fins: .030” thick Aluminum Keyfins (per attachment).

4) Connections: SCH. 80 steel, ASTM A-53.

5) Headers: Fabricated from ASTM A-516 Gr. 70 steel plate.

6) Casing: Galvanized Steel, .108” 12ga.

b. All specifications are based on Heatcraft brand coils. All Control Room AHU coils shall meet the following specifications:

1) Tubes: .049” copper

2) Fins: .0095 Aluminum

3) Connection Material: Carbon Steel

4) Connection Type: MPT

5) Casing: Galvanized Steel

6) Casing Type: Pitched

c. All coils:

1) The coil shall be tube-in-tube (distribution) type with same end connections.

2) The coils must be pitched inside casing for proper condensate drainage.

3) Provide a ½” NPT connection on coil header for air vent.

4) Provide estimated weight of coil supplied.

5) The contractor shall re-pipe the existing condensate pipes if the pipes do not provide gravity drainage to the condensate station.

Most problems are at the condensate station. Some Bay AHU cannot be piped this way. More information at site visit.

6) The new coils should be installed with the coil outlet at least 18” above the existing sump or condensate return pump, if possible.

This allows for a 12” drip leg between the trap and coil outlet and 6” offset for the steam trap connections. Gravity drainage from the trap to the existing pump is critical - there should be no lifts or condensate traps after the steam trap.

7) The coils shall be sized using 15 psi steam pressure.

3.4 Electrical:

A. The contractor shall install new wiring from original source to all new HVAC equipment, devices and controls (line voltage only).

B. The contractor shall surface mount all conduit and boxes if existing is unusable.

C. The contractor shall remove any unused conduit and wire.

D. The contractor shall install new, appropriately sized breakers for all HVAC equipment.

E. The contractor shall install new motor starters with appropriately sized overloads for all HVAC equipment. Starters may be installed in the Motor Control Center (MCC) panels or in new enclosures.

F. The contractor shall install phase monitors on all fan and DX circuits. Request an ICM450 Three-Phase Voltage Monitor (or equal).

G. The contractor shall provide documentation indicating:

a. Phase Amperage and Voltage readings for all new AHU Motors and DX unit at the motors, prior to motor starter and prior to breakers.

b. Phase Amperage and Voltage Imbalance calculations for all new AHU Motors and DX unit.

H. The contractor shall install new rapid start fluorescent light fixtures throughout the mechanical room. Same number of fixtures as existing.

Relocate fixtures around room as needed to maximize lighting of equipment and electrical panels.

I. The contractor shall wire and install new light switch at both mechanical room doors that bring on all lights in the room.

3.5 DDC Controls:

A. The contractor shall design and install a new DDC control system on all HVAC equipment. The new control system shall use the most recent version of hardware and devices to monitor/control the following points;

a. Bay AHU:

1) Space Temperature

2) Supply Air Temperature

3) Return Air Temperature

4) Mixed Air Temperature

5) Supply Air Fan Amps

6) Return Air Fan Amps

7) Steam Valve

8) Outside Air Damper

9) Freeze

10) Fire Alarm

11) Emergency Stop (E-Stop) Button– for both AHU’s, locate in

Control Room

12) Return Air Fan – On/Off

13) Supply Air Fan – On/Off

14) Evaporative Cooling – On/Off

15) Safety Lock

b. Control Room AHU:

1) Space Temperature

2) Supply Air Temperature

3) Return Air Temperature

4) Mixed Air Temperature

5) Supply Air Fan Amps

6) DX Amps

7) Restroom Fan Coil Space Temperature

8) Outside Air Damper

9) AHU Steam Valve

10) Fire Alarm

11) Freeze

12) Supply Air Fan – On/Off

13) DX – On/Off

14) Restroom Fan Coil Unit Steam Valve

15) Safety Lock

B. The contractor shall install new damper and control valve actuators, sensors, devices, etc. to provide a complete control system.

C. The contractor shall install new wiring in conduit and boxes.

D. The contractor shall install a Mushroom push-button, with cover, for HVAC E-Stop. Install in control room. E-Stop shall shut down all HVAC equipment to include DX unit.

3.6 Fire Suppression:

The contractor shall not perform any work which requires modification of the existing fire suppression system.

3.7 Fire Alarm and Notification

3.7.1 The contractor shall provide a preliminary design and technical narrative overview describing the work to be accomplished and how you will meet UFC 3-600-01, NFPA 72 - Chapter 24, Emergency Communication Systems (ECS) and the Base facility Design Standard.

3.7.2 Submittals are required for all fire alarm equipment to be installed for approval by the75th CES Electric/Electronic Shop. Contractor shall provide design drawings prior to installation to be approved by the Base Fire Department and 75th Electric/Electronic Shop.

3.7.3 Scope. Install new addressable fire alarm system with voice speaker notification.

This buildings current system is outdated and will not support speaker/strobe type of notification devices. Current system does not meet current National Fire Protection Association (NFPA), Unified Facilities Criteria (UFC), and base standards. No existing equipment may be re-used and shall be removed at the conclusion of this project.

3.7.4 The contractor shall perform all work associated with the new fire alarm system, successfully pass the acceptance test and provide Certificate of Completion prior to removing the existing system.

A. The contractor shall design the fire alarm system per UFC 3-600-01, NFPA 72

- Chapter 24, Emergency Communication Systems (ECS) and the Base facility Design Standard. The system designer shall be a certified National Institute for Certification in Engineering Technologies (NICET) level III/IV. New fire alarm systems with less than 25 devices and appliances shall include an analysis per UFC 3-600-01, Para 1-4. A Fire Protection Engineer (FPE) shall provide an analysis per UFC 3-600-01 Para 1-5 and shall sign and stamp construction/shop drawings when the new system includes 25 or more devices and appliances. Determination of required acoustically distinguishable spaces (ADS) shall be determined by this analysis and shall be approved by the fire department. Designs shall be submitted to the SABER project manager for review by the CE electrical/electronic shop and fire department prior to construction notice to proceed.

B. The contractor shall provide advance notice to the Base Fire Department prior to any work on the fire alarm system.

C. The contractor shall provide and install a new addressable voice fire alarm panel, remote annunciator(s), devices and appliances as required by current UFC 3-600-02, NFPA 72 chapter 24, and base design standards. The installation shall be accomplished by a Factory certified fire alarm system installer and be at least a NICET level II or higher. Acceptable ECS fire alarm systems for HAFB are: FCI-E3, Edwards EST-3, Siemens XLS-V, and Notifier NFS2-640. Panel and remote annunciator locations shall be coordinated with 75th CES Electric/Electronic Shop during site walk.

D. The contractor shall provide to the government, after final inspection, an additional 10% of devices based upon the approved design (minimum of 1 each type) for spare equipment. For example, if 5 smoke detectors are installed, the contractor will provide 1 new smoke detector of the same type to be used for future repairs.

E. The contractor shall provide and install a new Monaco BT2-8 (16 Zone) Transceiver and antenna system per manufactures recommendations. Antenna location (typically on the gable end of the building) shall be approved by the 75th CES Electric/Electronic Shop. Request for Unit number and Position descriptors shall be routed thru 75th CES Electric/Electronic Shop for approval.

F. The contractor shall provide and install a lockable disconnecting means along with surge protection on all separate power circuits at or within a reasonable distance of the equipment that it services. The preferred Surge Protection is a Ditek DTK-120HW. Dedicated circuits are required and shall not be shared with other general purpose equipment.

G. The contractor shall install all new wiring, conduit, and devices for this project. All devices and ancillary panels shall be monitored separately.

Conduit and wiring shall be consistent with style Z and style D for detection and notification and perform as required per applicable standards. All Fire Alarm conduits shall be properly identified by a continuous red coating or properly spaced labeling. Exposed fire alarm cable (rope) shall not be used.

H. The contractor is responsible for furnishing all conduit, boxes, straps, devices, panels, and wiring associated with this contract.

I. The contractor shall ensure all conduit work and wiring is done in a “neat and workman like manner” as per NFPA 70 and 72.

J. The contractor shall patch, paint, and repair all wall and ceiling finishes to match existing building décor.

K. The contractor shall install conduit sleeves and fire caulking where wall penetrations are required.

L. The contractor shall provide and install addressable duct detectors with sample tubes, visual indicator lights and fan shutdowns “ONLY” were required per current Base and NFPA 72 and NFPA 90A guidelines. Detectors shall be resettable via the fire alarm panel. Remote test switches shall be installed if detectors are not readily accessible.

M. The contractor shall install an addressable smoke detector above the Fire

Alarm Control Panel (FACP) and any ancillary panels associated with the system.

N. The contractor shall install water flow/tamper/Post Indicator Valve (PIV) monitor modules and new PIV and water flow switches for all suppression systems per current Base and NFPA guidelines. All modules shall be readily accessible, protected from water incursion and routed in a water tight flexible raceway.

O. The contractor shall install speaker/strobes per current Base and NFPA guidelines. The preferred method of installation is ceiling mount only.

P. The contractor shall provide system wiring consistent with manufacturer recommendation and sized per National Electric Code. Stranded conductors are preferred.

Q. The contractor shall install maintenance bypass switches for Fan Shutdown, NAC, and SLC circuits where required.

R. The contractor shall install relays and system controls for Monaco interface.

S. The contractor shall provide system installation, programming and testing. A copy of panel programming, system installation drawings and O&M manuals shall be place at the FACP in an approved documentation cabinet and provided to 75th CES Electric/Electronic Shop on CD, or other acceptable means, at the time of the new system acceptance.

T. The contractor shall remove all old unused conduit, wiring, panels, and devices that are no longer required as part of this contract. This shall be accomplished after the new system is installed and fully tested by the Fire Alarm Contractor. An NFPA record of completion worksheet must be properly filled out and signed by the Fire Alarm Contractor and must remain in the new panel until it is accepted by the Government.

U. The contractor shall properly dispose of all debris and construction material off base.

4 BUILDINGS 950, 970, 980, 2405, and 2408 Specific Work

4.1 Building 950:

A. The contractor shall demo old air compressor tank and piping. Re-pipe and reroute air-line as needed to make functional.

B. The contractor shall NOT replace the Bay AHU steam coil. Only re-pipe as needed to install new devices in system and provide proper drainage for condensate.

C. The contractor shall evaluate the Control Room AHU for ability to properly function as a 7.5-ton DX A/C. Replace entire AHU if needed.

D. The contractor shall demo abandoned flash tank, hangers and remaining pipe.

4.2 Building 970

The contractor shall demo abandoned flash tank, hangers and remaining pipe.

4.3 Building 980

The contractor shall remove flanged steam valve from piping after the PRV station.

4.4 Building 2405

A. The contractor shall seal large hole in south wall.

B. The contractor shall install burglar bars in the Bay AHU supply duct located on the roof. See below for information related to burglar bars construction and installation.

4.5 Building 2408

A. The contractor shall install a new condensate station.

a. Condensate station shall meet the specifications below and include listed accessories: All specifications are based on Shipco Model 223-PSD3 Duplex Propeller Type Condensate Pump.

5 BURGLAR BARS FOR BUILDINGS 2405 and 2408

5.1 Welding:

A. The contractor shall weld nut and washer on anchor bolts to flange of bar frame.

B. The contractor shall cut off excess bolt protruding from nuts.

5.2 Install Crew:

A. The contractor shall not remove any duct wrap that has been identified as

ACM.

B. The contractor shall remove ductwork as needed to install security bars.

C. Attach bars to wall opening using 1”X8” Hilti expansion anchors with washers and nuts.

D. The contractor shall embed anchors a minimum of 6”.

E. The contractor shall ensure all anchor points are at least 10 inches from opening edge.

F. The contractor shall torque anchor bolts to 150 ft. lbs.

NOTE: Finished ductwork to be comprised of fiberglass duct board sandwiched between two layers of 22 gauge Galv. Sheet steel.

5.3 Sheet Metal:

A. The contractor shall remove duct work, as needed, to gain access to install bars.

B. The contractor shall properly dispose of all ductwork removed.

C. The contractor shall install duct, as needed, to reconnect the duct to the building/bars. All repairs shall be made using 22 gauge Galvanized Sheet Metal.

D. The contractor shall install a hinged 6”X6” inspection door offset approximately 10” from newly installed burglar bars and located on side of ductwork.

E. The contractor shall install fiberglass duct board on all exposed duct and wrap with metal.

F. The contractor shall seal all duct and duct wrap seams to make weather tight.

5.4 Drawing:

The contractor shall manufacture all bars IAW Attachment 18. Contractor shall field verify actual dimensions of each opening and construct for proper fit in each building. All other aspects of the drawing shall be followed.
