SABER Site Visit Questions and Responses
7 March 2016
1. Question: Will the successful contractors who win the SABER contract, will be allowed to have an office on Base?
Answer: No.
2. Question: Will we be able to store materials on the existing buildings or do we need to store the material on a trailer?
Answer: For the Seed Project you will be able to store most, if not all, of the material at the job site. The security of the material is the responsibility of the contractor. Material can be stored in a trailer, but the trailer must be clearly labeled with company information. All trailers will be subject to inspection by security personnel. For all other projects, storage of materials will be determined at the task order level.
3. Question: Can we have the building floor plans to assist us on putting our bid together and be more accurate?
Answer: The government is unable to obtain floor plans for any of these buildings.
4. Question: All buildings: We request existing as built drawings for architectural, mechanical, electrical, & plumbing drawings?
Answer: The government is unable to obtain as built drawings for any of these buildings.
5. Question: Are the motor starters required to be in their own enclosure or is it acceptable to install in the MCC bucket if space allows?
Answer: Motor starters are required to be in their own enclosure. Do not install starters in Motor Control Center (MCC) panels. The location for the new enclosures can be on the wall to the right of the bay Air Handler Unit (AHU) as facing the AHU from the mechanical room door.
6. Question: Are we required to install duct detectors on the new and old systems in all the building's if required by code requirements?
Answer: Yes, install per NFPA 90A. If an existing detector functions correctly and meets code, that device may be reused.
7. Question: Do we have the Ability to Work Monday through Friday, 0730 to 1530. Do we need to account for Down Fridays?
Answer: Currently, access into the MAMS area is Monday – Friday, 0730-1530 and the contractor should plan on access during these times. This can change at any time, depending on the needs of the government.
8. Question: Will automatic fill/drain be required for evaporative cooling sections?
Answer: Automatic fill with manual drain will be required.
9. Question: Will bay exhaust fans remain manually controlled?
Answer: Yes.
10. Question: Is it permissible to re-use existing control devices, sensors and valves that are in good condition or should everything be new?
Answer: No, everything is to be new.
11. Question: Section 3 All Buildings 3.1. (SOW) states the contractor shall remove all asbestos from mechanical room(s) to include pipe insulation, vibration sleeves/collars, and all hard pipe fittings. Are we only responsible to remove asbestos containing material within the mechanical rooms of each building only?
Answer: Asbestos abatement will be within the mechanical room, unless the mechanical subcontractor needs asbestos removed to install burglar bars at Buildings 2405 and 2408. All black mastic around duct penetrations shall be considered asbestos containing material (ACM) and abated as such. Seed Project SOW has been revised, refer to Section 3.1.
12. Question: Reference SOW 3.2 D, E, J, - Is it assumed that the AHU’s current components are adequate for the requirements in which they serve? If the current airflow is less/greater than the original installed design on the AHU’s, the coils may not be correctly sized to match.
Answer: It should NOT be assumed that the existing AHU’s components (i.e. motors, coils, valves, bearings, etc.) are adequate for the requirements for which they serve. All of these items have been replaced multiple times over the years and the Government cannot verify that the existing components are correct.
The Bay AHU’s should be brought back to factory speeds and appropriately sized coils installed.
Reference Seed Project SOW 3.2-N.
13. Question: It is assumed that the AHU’s current components are adequate for the requirements in which they serve? Is this correct? If no, and the current airflow is less/greater than original install/design on the AHU’s, the coils will then need to be redesigned and correctly sized to match. Is this correct?
Answer: Refer to question #12.
14. Question: If the AHU coil outlet is not off of the floor by at least 18” shall we modify the coil dimensions and capabilities (rows needed) as necessary to allow for the installation of the 12” drip leg between the trap and coil outlet? If no, the government would not accept modified coils, should the entire AHU be modified and raised up similar to the Bay Air Handling Unit at bldg. 2405?
Answer: On past coil installs, the Government has modified the height dimension to allow for the coil to be raised inside the AHU and block off the open area below the coil to allow for all air to pass through the coil. This has generally allowed for a 12”drip leg.
15. Question: 3.2-E, Bldg. 2408 Control Room AHU has new bearings, does the Government want those replaced?
16. Question: 3.2-F On the Line Hide over the refrigerant lines, are we to cover all the exterior refrigerant lines and electric Conduit? What color is the Line hide to be? Is it to be painted or Powder Coated?
Answer: Yes, all exterior refrigerant lines and conduits are to be covered with Line Hide. The color shall be “Dakota Brown” and shall be powder coated. Seed Project SOW has been revised, refer to Section 3.2 F.
17. Question: Reference SOW 3.3 G -In Bldg. 950, and in Bldg. 2408, the steam PRV and associated items appear to be new and replaced very recently, should we replace it as per SOW?
18. Question: All buildings: SOW 3.2, G requires the control room AHU fan to be adjusted to provide proper airflow for new A/C capacities. Is this relating to the replacement of the DX condensing unit described in SOW 3.2, A, B, & C? If not, what are the new airflow and A/C requirements of the control room?
Answer: Yes. It is not known if the existing Control Room AHU is capable of providing sufficient airflow to support 7½ tons of cooling that is being installed. The contractor shall adjust the existing Control Room AHU to provide the correct amount of air flow across the new 7½ ton coil.
If the existing Control Room AHU cannot support the new air flow requirements, then the entire Control Room AHU will need to be replaced.
19. Question: 3.2-H When increasing the size of the Housekeeping Pad, is there a size that the Government is looking to achieve?
Answer: No, there is not an exact size that the Government is looking to achieve as long as the entire condenser will fit onto the pad and able to be securely anchored. The existing pads may already be large enough for this.
20. Question: All buildings: SOW 3.2, J requires the Bay HVAC system to be capable of maintaining 80°F in the bays. We require additional information in order to size the replacement heating coils for this capacity:
a. What is the existing heating load for the bays?
b. What is the existing airflow of the bay air handlers?
c. What is the percentage of outside air introduced during the heating mode?
d. What is the existing control sequence of the BAY HVAC system?
Answer: The Government does not have this information.
21. Question: All buildings: SOW 3.3, F requires labeling of all pipe to indicate direction of flow. Does this requirement apply to existing piping concealed within ceilings and walls or only exposed piping?
Answer: No, the labeling of pipe only applies to new and existing piping within the mechanical room.
22. Question: All buildings: SOW 3.3, L states that the contractor shall ensure that all steam/condensate valves are rising-stem type valves. Does this apply only to valves being replaced as indicated in SOW 3.3 sections G & I, or does the Government want all existing non-rising-stem valves to be replaced?
Answer: This only applies to new valves being installed. Seed Project SOW has been revised, refer to Section 3.3.
23. Question: Reference SOW 3.3 L -The AHU coil outlet is not off of the floor by at least 18”, shall we modify the coil dimensions and capabilities (rows needed) or should the entire AHU be modified and raised up similar to the Bay AHU at bldg. 2405?
Answer: Refer to question #14.
24. Question: In bldg. 950 the steam PRV and associated items appear to be new and replaced very recently, should we replace it as per SOW?
25. Question: Building 950: SOW 3.3 K Are we required to run the condensate drain to the ground on this building or re pipe it to the existing roof drain where it is currently run
Answer: Re-pipe to the existing roof drain.
26. Question: Building 950: SOW 3.3 L C 5 The condensate pump sits above ground on this making the gravity feed from the coil to gravity drain into it, is this an instance where it is ok to jump up to the pump or do you want a pit made for the pump to sit in like the other buildings?
Answer: This building can have the condensate “jump up” to the condensate tank inlet.
27. Question: In bldg. 2408 the steam PRV and associated items appear to be new and replaced very recently, should we replace it as per SOW?
28. Question: Building 2408: SOW 4.5, A, a indicates the manufacturer, model, & performance of the replacement condensate pump. Will this pump fit adequately within the existing pit?
Answer: It is unknown if the replacement condensate pump will fit adequately within the existing pit. The current pit size is 4’ x 4’ x 2’ deep.
29. Question: Are we are installing Fire Alarm components in Bldg. 2405 Only?
30. Question: The Government SOW states we are only installing a new complete fire alarm system in one building, so are we to assume the only other item pertaining to the fire alarm system that will need to be completed in the remaining four buildings will be the fire alarm tie into the
HVAC?
Answer: The contractor is to install a new fire alarm system in building 2405 only. The remaining buildings currently have the fire alarm tied into the HVAC system and function properly. The only fire alarm work in the remaining buildings is to bring the existing alarm system for the AHU’s up to code. The Seed Project SOW has been revised, refer to Section 4.4 C.
31. Question: Fire Alarm: SOW 3.7.4 F. – Does the surge protection referenced apply to circuits and wiring that are completely within the building or does this section only apply to circuits that extend to the exterior of the building?
Answer: Install per NFPA 70 and 72.
32. Question: If the contractors are competing against each other on individual task orders, what is the purpose of the RS Means price book, City index price book adjustments, and other unit cost factors required to prepare a cost estimate?
Answer: By requiring offerors to propose through RS Means we're facilitating an easier comparison between government estimates and contractor bids to identify disconnects between our expectations and the offeror's proposals.
33. Question: Attachment 14 spreadsheet includes Tabs that reflect the CSI format up to division 15.
Will the Government be issuing an amendment that will include a complete set of tabs that will include all of the master format CSI divisions?
Answer: Attachment 14 on FBO has 49 Tabs at the bottom of the worksheet.
34. Question: Ref: Attachment 15 Rate Worksheet FINAL and SABER SOW Section 01 31 01 - 1.1.1.1 make reference to a Contract Manager/Superintendent as the same person.
Statement: Usually a Contract Manager and Superintendent are two separate people with separate roles, responsibilities and authorities. The Superintendent reports to the Contract Manager through the Project Manager.
Q: Is this correct can one person fill both roles?
Q: Can the Project Manager fulfill the role of Superintendent?
Answer: Yes, the Project Manager can fulfill the role of the Superintendent. The Basic SOW has been revised, refer to Section 01 31 01, part 1.1. The SF1442 and pricing worksheets have been revised, refer to the solicitation amendment.
35. Question: In section L of the RFP, 5.5.1 A Management Plan IAW Basic SOW Section 01 31 01 Part 1.3 identifies the requirement for the following key personnel: 5.5.1.1 Contract Manager/Superintendent, 5.5.1.2 Project Manager. Typical organizations have the Contract Manager as the primary point of contact for the contract as described in the RFP. However, the superintendent’s authority is typically limited to the execution of the task order. Would you consider changing the position to be Project Manager/Superintendent?
Answer: Yes. Refer to Question #34.
36. Question: Ref: SABER SOW 01 31 01 - 1.1 Key Personnel makes no reference to a
Superintendent.
Q: Will the contract require Project Superintendents?
Answer: Refer to Question #34.
37. Question: Reference Section 01 31 01 — Project Manager, Key Personnel, The SABER Contract requires the Contractor to maintain and submit as-built drawings. If this function is not classified as a Key Personnel, how will the contractor be compensated for generating and maintaining as-built drawings?
Answer: Costs may be captured as a line item cost at the task order level.
38. Question: Reference 52.228-15, Performance and Payment Bonds—Construction, OCT 2010.
Please clarify the way in which Performance and Payment bonds will be submitted. For example, will the government require a blanket bond? Or will bonds be issued by task order? If blanket, at what level?
Answer: Basic SOW has been amended, refer to Section 01 00 00, Part 1.5.1.6.
39. Question: Are the contractors who are accepted in the Saber contract going to be responsible for providing the government with any estimating / computer programs?
40. Question: Are we required to bid the seed projects in e4clicks?
Answer: No, reference Section L, 4.6.
41. Question: Section 01 04 00 – Part 1, para 1.1.1 States that e4Clicks Software (or government approved equal) shall be used for submission of all bids. Can you please provide a list of approved equals? And is this a requirement of the initial SABER seed project?
Answer: Any program that uses RSMeans as the estimating tool.
42. Question: section 52.228-1 of the RFP states the bonding requirements. Is the entire contract to be bonded initially or is each TO going to be bonded?
Answer: Refer to Question #38.
43. Question: Why are we required to show the sub-contractors overhead and profit if it falls below the limits of certified cost and pricing data? If so how do we include this information in Attachment 14, since there are multiple subs how do we breakout the overhead and profit for each one?
Answer: As this is competitive, none of the Cost or Pricing Data (CoPD) requested can be certified so the threshold for Certification of CoPD would not apply in this situation. All cost breakouts are considered Other Than Certified Cost or Pricing Data. Per Exception #1 in the instructions tab of Attachment 14 (1) if each subcontractor has a different overhead and profit rates than the percentage placed on the summary page, an adjustment will have to be made to that specific division page. The spreadsheet will still calculate correctly.
44. Question: Section L Volume IV: Model Contract/Representations and Certifications para7.4.1
States FAR Clause 52.219-14, please confirm that the 15% requirement is the Labor of the concern.
Answer: In accordance with FAR 52-219-14(c)(3), the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.
45. Question: Page 12 of Section L, paragraph 7.4 states, "...These plans shall be placed in individual binders that are subtitled (e.g., Volume IV, Contract Documentation..." Would the government consider deleting the requirement to submit a separate subtitled binder and allow us to include our response to paragraph 7.4 directly in Volume IV - Model Contract/Representations and Certifications?
Answer: Section L has been revised, refer to Section L revision.
46. Question: Based on the Table 1- Proposal Organization, the page limit for Volume II is limited to
30 pages excluding material submittals. Are we to assume that all of 5.3 Sub-Factor One: Seed Project will be excluded from the 30 pages in its entirety, including the narrative detailed approach and the forms AF IMT 3000 in each subsection 5.3.1 through 5.3.6. as indicated?
Answer: Page limit for Volume II has been increased to 75 pages excluding material submittals on AF IMT 3000). Section L has been amended, refer to Table 1.
47. Question: Past Performance – L.6.3 States that Each Partner of the JV should provide a list of past relevant contracts (max 3) Is that 3 each or 3 combined? Please Clarify
Answer: Per Section L 6.3, if this is a first time joint venture, each party to the joint venture should provide a list of past relevant contracts (maximum of three). However, previous joint ventures with the same partner should provide a total of a maximum of three past performance efforts.
48. Question: In Section L. Subsection 6. VOLUME III – PAST PERFORMANCE of the RFP. The “Offerors shall submit recent and relevant contracts (maximum of three contracts) as defined below.” Are we to assume that we are only submitting information printed from the Past Performance Information (PPI) Tool and included in the binder? That no other documentation, or past performance information is required such as a narrative describing the three project in this volume.
Answer: Yes. Refer to Section L Appendix 1 for detailed instructions on using the PPI Tool.
49. Question: Page 11 of Section L, paragraph 7.1.2.1 requires offerors to complete all required clause fill-ins. Please confirm that we are only required to return the pages with fill-ins, rather than the entire Section I.
Answer: Please return the pages with clause fill-ins.
50. Question: Please clarify, Page 26 says 5-6 anticipated awardees, The SF1442 says 3, what is the correct number of awardees?
Answer: The Government anticipates award of approximately 3 awardees. FAR Clause 52.216- 27 found on has been amended. Refer to solicitation amendment FA8201-16-R-0007-0002.
51. Questions: The RFP indicates that the number of contract awarded could be estimated at 5-6 basic IDIQ contracts. Where in the RFP does it state that the awarded contractors will compete against each other on each task order issued?
Answer: Refer to question #50. RFP has been corrected to reflect approximately 3 awardees.
Refer to Basic SOW Section 01 00 04, Parts 1.9.3, 1.9.4, and 1.9.5 addresses task order competition.
52. Question: SF1442 identifies the due date/time, 2 PM Page 22 52.215-1 3.i says 4:30 PM. Please clarify the due date time.
Answer: The due date specified in the solicitation is 31 March 2015, 2 PM MST. FAR Clause 52.215-1(3)(i) states “Offerors are responsible for submitting proposals, and any modifications, or revisions, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that proposal or revision is due.” The solicitation states the due date is 31 March 2015, 2 PM MST; therefore 4:30 local time is not applicable and the due date time is 2 PM MST.
