About this opportunity
The Department of Veterans Affairs National Cemetery Administration seeks grounds maintenance services for Sacramento Valley National Cemetery in Dixon, California, with proposals due June 22, 2026. The procurement is a service-disabled veteran-owned small business set-aside under a firm fixed-price, indefinite delivery–indefinite quantity contract with a 12-month base year and four optional 12-month renewal years.
Place of performance is Dixon, California. The contract covers 245.4 acres of cemetery grounds, including maintenance of approximately 35,000 headstones, 38.3 acres of irrigated turf, multiple structures, and water management systems. NAICS code is 561730 (Landscaping Services); PSC code is S208 (Housekeeping—Landscaping/Groundskeeping). The contract is subject to both the Service Contract Act and Davis-Bacon Act prevailing wage requirements.
Scope encompasses 14 distinct service categories: headstone setting, cleaning, raising/lowering, and realignment; gravesite maintenance and sunken grave renovation; turf management at fixed 3.5-inch mowing height with weekly frequency; tree and shrub pruning (3–4 times annually for shrubs, once yearly for trees); irrigation system preventative maintenance and repair using existing Calsense control systems across approximately 240 zones; pond and stormwater detention maintenance (approximately 4 acres irrigation pond, 14.4 acres stormwater detention) requiring licensed aquatic biologist oversight; drainage system maintenance for approximately 10 culverts; weekly trash removal across 48 receptacles; low-pressure pavement and structure cleaning three times annually; and support for three annual ceremonies (Memorial Day, Veterans Day, Wreaths Across America).
Critical requirements include all contractor personnel complying with extensive dignity and reverence protocols for headstone and gravesite handling; a Site Manager available 24/7 with full operational authority; state pesticide applicator licenses for restricted-use pesticide applications and integrated pest management compliance; licensed irrigation audits; soil testing annually; comprehensive weekly inspection and monthly reporting to the Contracting Officer's Representative; and adherence to National Cemetery Administration operational standards. Work hours are 8:00 AM to 4:30 PM Monday through Friday, with flexibility for ceremonies and weather.
The contract guarantees a minimum of $10,000 with a maximum aggregate value of $14 million across all five ordering periods. Evaluation uses a best-value tradeoff methodology per FAR 15.101-1, with Technical Capability and Past Performance weighted equally and more heavily than Price. Technical Capability assessment covers four subfactors: headstone setting procedures and damage handling; turf renovation and irrigated turf management; irrigation system maintenance; and pond services. Past Performance requires minimum three references from contracts within the last three years, evaluated on recency, relevance (based on scope, complexity, and magnitude of similar cemetery operations), and quality.
Amendment 0011, issued May 26, 2026, changed evaluation from Lowest Price Technically Acceptable to Best Value Tradeoff, incorporated FAR clause 52.222-90 (Diversity, Equity, and Inclusion), extended the deadline to June 22, and authorized revised proposal submission. Multiple prior amendments (0001–0010) progressively extended earlier deadlines while adding site-visit documentation, as-built irrigation plans for Phase 1B and Phase 2, drainage infrastructure photographs, updated wage determinations, Questions and Answers clarifications, and operational standards documentation. Prevailing wage determination applies Solano County SCA Wage Determination 2015-5655 (Revision 25) and Solano County DBA Wage Determination CA20260007 (January 23, 2026).
