About this file

This is an Additional Government Clarifications document providing responses to vendor questions regarding the Sacramento Valley National Cemetery Grounds Maintenance Services solicitation (36C78625R50086). The document clarifies performance-based requirements and measurable standards across multiple service categories.

Key clarifications address healthy turf grass maintenance standards, defined as turf that is well-rooted, evenly colored, free of weeds and bare areas, with coverage exceeding 95% within any 10-square-foot area, maintained at a fixed mowing height of 3.5 inches across 38.3 acres of irrigated turf (CLIN 0006). For weed control, the government identifies 245.4 acres subject to mowing-based weed control, 139 acres of developed cemetery subject to pest and weed control, and 135 acres of irrigated area, with offerors required to base pricing on industry-standard treatment frequencies rather than historical quantities. Vertebrate pest control applies to 139 acres of developed cemetery areas. Irrigation system management is performance-based, with as-built drawings for Phase 1B and Phase 2 expansion areas provided via Amendment 0010, and site visits available to all offerors. Pond and lake maintenance applies to 4 acres of irrigation pond and 14.4 acres of stormwater detention ponds without available as-built drawings. Drainage system maintenance covers 10 culverts approximately 14 inches in diameter. Tree and shrub maintenance applies to 19.4 acres of irrigated landscaped beds, with pruning performed as necessary for health and safety. Structure cleaning covers 2,400 square feet of committal shelters and 38 acres of columbaria complex areas. All requirements are performance-based, requiring offerors to propose labor, equipment, and materials necessary to meet stated performance outcomes using professional judgment and industry standards.
