The project encompasses modernizing the existing Building B121's west wing first floor and constructing a new approximately 608 square meter addition featuring four vehicle maintenance bays, storage areas, locker rooms, and auxiliary spaces. This comprehensive construction effort includes civil, structural, architectural, mechanical, electrical, plumbing, fire protection, telecommunications, and equipment installation work. Offers will be evaluated according to criteria outlined in Section M of the solicitation, with particular emphasis on compliance with Spanish legislative requirements for government construction projects. A pre-proposal conference and site visit was held on July 11, 2025, questions were due by July 18, 2025, and bid submissions are now due by August 14, 2025 at 10:00 AM local time.

This solicitation operates under no set-aside designation but is strictly limited to local sources in accordance with Federal Acquisition Regulation 5.202(a)(12), restricting participation to companies resident, licensed, and registered to conduct construction business in Spain. The project is valued between $1,000,000 and $5,000,000, with a performance period of 527 calendar days once awarded. The work location is specifically at Moron Air Base in Seville, Spain, where contractors must comply with the Agreement of Defense and Cooperation between Spain and the United States, utilizing Spanish materials, labor, and equipment whenever feasible. Notably, funds are not currently available within USAFE to fund this project, requiring bid acceptance periods to remain valid through December 31, 2025, and the government reserves the right to cancel the solicitation at any time without obligation to offerors.
