About this opportunity
The U.S. Army Corps of Engineers (USACE) Europe District is procuring design-bid-build construction services to establish a new Deployable Airbase System (DABS) facility with associated facilities, vehicles, and equipment in Rygge, Norway. This is an unrestricted, full-and-open competition Request for Proposal utilizing the Federal Acquisition Regulation (FAR) Part 36 and Part 15 procurement procedures with a tradeoff source selection methodology. The official RFP is anticipated to be released on or around June 1, 2026, through the Procurement Integrated Enterprise Environment (PIEE) website, with a site visit tentatively scheduled for mid-June 2026. Offerors must be registered and active in both PIEE and the System for Award Management (SAM) to be eligible for contract award consideration. The evaluation will employ a tradeoff approach, allowing the government to make award decisions based on factors beyond price alone. The May 30, 2026 date marks the deadline for responses to this pre-solicitation notice, while the formal proposal submission deadline will be detailed in the RFP.
This procurement carries no small business or other set-aside designations, making it available to all qualified contractors regardless of business size. The anticipated contract value ranges from $50,000,000 to $125,000,000 on a firm-fixed-price basis. The construction phase is expected to span 830 calendar days from issuance of the Notice to Proceed, with work anticipated to commence around March 2027. No incumbent contractors or previous award information is identified in this pre-solicitation notice. Interested contractors should monitor PIEE for the official RFP release and begin preparing their proposals in advance of the anticipated June 1, 2026 publication date.
