About this file

This document is a Memorandum for Record (MFR) containing Questions and Answers for federal contract opportunity QUUG 23-1001 for Radar Vehicle Maintenance at Morón Air Base, Spain. The document addresses three specific technical questions regarding the project, including detailed specifications for a vehicle exhaust extraction terminal unit with spring-operated hose reel, high-temperature exhaust hose, and rubber exhaust nozzle. The technical specifications include precise measurements, material requirements, temperature tolerances, and operational parameters for the equipment.

The contract, valued between $1,000,000 and $5,000,000, is limited to local sources in Spain and requires compliance with Spanish legislative requirements for government works. Key dates include a site visit on 11 July 2025, a question submission deadline of 18 July 2025, and a bid submission deadline of 14 August 2025 at 10:00 am local time. DEPARTMENT OF THE AIR FORCE

496TH ABS SQUADRON (USAFE)

MORÓN AIR BASE

21 July 2025

MEMORANDUM FOR 496 ABS/PK

FROM: 496 ABS/CEN

SUBJECT: QUUG 23-1001 RPR RADR VEHICLE MX, B121

1. Question #1. According to drawing MH402 of the attachment “1-Drawings QUUG 23-1001”, Spring Operated Hose Reels are required. However, having analyzed all the documentation, it has not been possible to find the characteristics of these elements. Please provide this information.

Answer #1 The vehicle exhaust extraction terminal unit shall be for extracting the flow indicated in the table "FAN SCHEDULE", mark "EF-09" on MH601. The following provides additional information regarding the terminal unit.

The vehicle exhaust extraction terminal unit shall be composed of a spring-operated hose reel, a high-temperature exhaust hose, and a rubber exhaust nozzle with vise grip with the following characteristics:

Spring-operated hose reel:

Manufactured from galvanized steel with a textured powder-coated finish.

Includes a fully enclosed spring cassette to provide controlled hose extension and retraction. Equipped with an adjustable hose stop. Supplied with fan and damper control switch, and a dual spring setup to support hose loads up to 34 kg (75 lbs). Shall operate within a temperature range of 0°C to 40°C, with maximum relative humidity of 80%. External dimensions shall be approximately 1028 mm width × 789 mm height × 600 mm depth (40.5 in × 31 in × 23.6 in).

High-temperature exhaust hose:

Shall be constructed from EPDM/PP-coated fabric, reinforced with an internal plastic-profile supporting spiral. Designed to be flexible, crush resistant, vibration resistant, and chemically durable. Hose wall thickness shall be approximately 0.4 mm. Hose shall have an internal diameter of 150 mm (6 in.) and a total length of 12.5 meters. Suitable for continuous operation at temperatures up to 200°C (392°F) under proper ventilation. When used with the hose reel, the maximum operating temperature shall not exceed 80°C (176°F). At an airflow of 1150 m³/h, pressure loss shall not exceed 750 Pa with the hose fully extended.

Rubber exhaust nozzle with vise grip:

Shall be molded from high-temperature-resistant rubber and equipped with a vise grip and steel elbow for secure attachment to the vehicle exhaust pipe. Includes a CO-outlet to provide direct access for emission measurement. Designed to draw in ambient air to reduce internal exhaust gas temperature. The internal diameter of the nozzle shall be 150 mm (6 in.).

2. Question #2. According to drawing MH601 of the attachment “1-Drawings QUUG 23-1001”, there are ductless split system heat pumps, but these pumps are not in drawings. Please clarify if these equipment are part of our scope.

Answer #2 The ductless split shown in the table "DUCTLESS SPLIT SYSTEM HEAT PUMP", mark “DSS-1.2 ”&"DSS-1.2 " on MH601, corresponds with a replacement of the existing one in the telecommunications room (115). See drawing MH401 (note 3).

3. Question #3 Regarding the J3-2 classification required for this project, it refers to installations of industrial cold production equipment (refrigeration and/or freezing chambers, freezing tunnels), installations that do not apply to this project. Taking this into account, we kindly request the elimination of this classification.

Answer #3 We agree, so it is considered that classification J32 should be eliminated.
