About this file
This is Amendment No. 1 to Request for Lease Proposal (RLP) 36C24W26R0012, issued by the Department of Veterans Affairs on November 4, 2026, for a Community Based Outpatient Clinic (CBOC) facility in Olympia, Washington.
The amendment provides three key clarifications to the original RLP. First, the VA will not conduct a pre-bid conference or pre-bid discussions with potential offerors. Second, regarding the 150 surface parking spaces required for exclusive Government use under Section 1.02(C), the parking allocation and distribution between staff and patient/visitor spaces will be finalized during Detailed Discussions (DIDs), with offerors expected to propose what they believe functionally optimizes the on-site parking distribution. Third, concerning the square footage discrepancy between the RLP requirements (minimum 28,704 ABOA SF, maximum 30,215 ABOA SF, and maximum 33,992 RSF) and Exhibit B-1 (PFD) figures (18,651 SF Department Gross Area and 25,179 SF Building Gross Area), the VA clarifies that the minimum ABOA-SF of 28,704 is correct. Exhibit B-1 identifies baseline clinical components and minimum size requirements for each area/room within the Program Facilities Document (PFD), and offerors should propose test-fit plans that functionally optimize clinical operations. Offerors must acknowledge receipt of this amendment and return a signed acknowledgment with their initial offer.

AMENDMENT NO. 1
TO REQUEST FOR LEASE PROPOSAL NO. 36C24W24R0017
November 4, 2026
Department of Veterans Affairs (VA) Community Based Outpatient Clinic (CBOC)
Olympia, WA
Request for Lease Proposal (RLP) 36C24W26R0012 is amended to provide the following clarifications to the RLP:
[1] Will there be a pre bid conference or Q&A prior to the RLP submission deadline?
VA will not be conducting a pre-bid conference or hold pre-bid discussions with potential Offerors.
[2] Section 1.02(C) of the RLP requires 150 surface parking spaces reserved for the exclusive use of the Government. Please clarify whether there is a required allocation or ratio of staff parking versus patient/visitor parking within the 150 required spaces, or if the distribution is to be determined by the Offeror.
Parking Allocation/distribution will be finalized during DIDs. Offeror should propose what they believe functionally optimizes the on-site parking distribution.
[3] Section 1.02(A) of the RLP identifies a minimum of 28,704 ABOA SF, a maximum of 30,215 ABOA SF, and a maximum of 33,992 RSF. However, Exhibit B-1 (PFD) identifies a Department Gross Area of 18,651 SF and a Building Gross Area of 25,179 SF, which are significantly lower than the RLP square footage requirements.
Please clarify the discrepancy between the RLP and PFD square footage requirements and confirm whether the RLP minimum ABOA and maximum RSF are correct or if additional programmed space requirements are anticipated.
The minimum ABOA-SF is 28,704. Exhibit B-1 identifies the baseline clinical components and the minimum size requirement for each area/room within the PFD. The Offeror’s test-fit plan should propose what they believe functionally optimizes the clinical operations.
