About this opportunity
The Department of the Army Corps of Engineers Engineering District New York (USACE New York) cancelled Solicitation W912DS25RA002 for repair of Building 606, General Instruction Building at the United States Military Academy at West Point, New York, effective March 5, 2026, due to unavailability of anticipated project funding. The Government no longer requires the services as currently defined in the solicitation documents. All offerors who submitted responses are hereby rejected, and no contract award will be made.
The solicitation, posted August 8, 2025, with an original proposal due date of November 7, 2025 (later extended to November 14, 2025), sought a firm-fixed-price design-build construction contract with a base performance period of 1,160 calendar days. The project magnitude fell between $100 million and $250 million. Work was to be performed at West Point, NY. The NAICS code is 236220, Commercial and Institutional Building Construction; PSC Y1JZ, Construction of Miscellaneous Buildings.
The scope encompassed comprehensive renovation of a five-story, 125,804 square-foot facility originally constructed in 1920, marking its first full gut renovation since 1979. Base and optional work included general construction, electrical, communications, plumbing, HVAC, security, and structural modifications; hazardous material abatement (asbestos, lead-based paint); IT and ESS pathways; and optional line items for terrazzo flooring, roof paver systems, wireless access points, and technological infrastructure. The building would remain unoccupied during construction.
Multiple sole-source and brand-name J&A justifications supported specific equipment requirements: Lutron Quantum Lighting Controls, SEMCO Pinnacle Dedicated Outdoor Air System units, C Squared Systems Distributed Antenna System, Shark 200 smart meter, Best Access lock cylinders, Commercial Intrusion Detection System (CIDS) Version V components, Hirsch Card Access Control System, and Monaco Fire Alarm and Mass Notification System.
Evaluation under a Best Value Trade Off method weighted Past Performance (most important non-price factor), Proposed Contract Duration/Phasing, Technical Approach, Small Business Participation, and Price equally. Small business goals included 12% total participation with sub-goals for disadvantaged, women-owned, service-disabled veteran-owned, HUBZone, and veteran-owned small businesses.
