About this opportunity
The USDA Forest Service, Southwest Region 3 seeks multiple Indefinite Delivery/Indefinite Quantity Multiple Award Task Order Contracts for road, bridge, and related civil construction projects, with proposals due July 31, 2026 at 1200 PST. This is a Total Small Business Set-Aside under NAICS 237310 (Highway, Street and Bridge Construction) with a $45 million size standard, and the Government anticipates awarding up to 20 contracts from this solicitation.
The MATOC carries a shared $100 million ceiling across all awards, with a five-year period of performance from October 1, 2026 through September 30, 2031. Individual task orders will range from a minimum of $2,000 to a maximum of $5 million per order, each carrying a minimum guarantee of $500. Work is performed throughout Arizona and New Mexico national forests under the Forest Service Region 3 area. Firm-fixed-price task orders will be solicited and awarded competitively on a basis ensuring fair opportunity among awardees.
Offerors must submit technical and price proposals for at least one seed project: either the 307/310 Road and Parking Lot Reconstruction Project in Kaibab National Forest, Arizona (60-day performance window), or the Echo Amphitheater Pavement Preservation Project in Carson National Forest, New Mexico (45-day performance window). The 307/310 project involves resurfacing 7.03 miles of forest service roads and redesigning a parking area with ADA-compliant improvements. The Echo Amphitheater project encompasses preservation of approximately 7,100 square yards of existing pavement and parking area infrastructure. Mandatory site visits are scheduled for July 9, 2026 (Kaibab NF) and July 7, 2026 (Carson NF); interested parties contact Todd Touchard at todd.touchard@usda.gov to reserve attendance.
Work must comply with FP-24 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects and Forest Service Supplemental Specifications. Performance and payment bonds will be required with individual task orders. Bid guarantees of 20% of the seed project bid amount (Standard Form 24) are required and must be submitted with offers. Design-build task orders are prohibited. Technical evaluation factors include experience and capabilities, organizational management, past performance, and price, with non-price factors weighted as significantly more important than price. Past Performance Questionnaires must be completed by reference contacts and submitted directly to the Contracting Officer. Applicable prevailing wage rates are specified by Department of Labor determinations for Arizona (AZ20260007 Mod #2) and New Mexico (NM20260011 Mod #1), both effective May 18, 2026. Amendment 0002, effective July 22, 2026, extended the proposal deadline to July 31 and the question deadline to July 24; offerors must acknowledge receipt of this amendment prior to submission.
