About this file

This is a Specifications document for the Southwest Region 03 Kaibab National Forest NFSR 307/310 Road and Parking Lot Reconstruction project located in the Tusayan Ranger District, with a specification date of February 3, 2026. The document serves as supplemental specifications to the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-24 U.S. Customary Units), 2024, which are incorporated by reference and available for free download from the Federal Highway Administration website.

The specifications detail construction and material requirements for road and parking lot reconstruction work. Key work activities include clearing and grubbing with Forest Products Utilization Standards specifying minimum piece lengths of 10 feet for saw products and 10 feet for non-saw products with maximum stump heights of 6 feet; untreated aggregate course placement with multiple compaction method options ranging from equipment operation to density requirements of 95.0 percent per AASHTO standards; road reconditioning including cattleguard deck removal and cleaning; stockpiled aggregate handling with pit or quarry development requiring compliance with MSHA 30 CFR Part 56; and aggregate gradation specifications for surface courses designated as F, G, H, S, T, and U with specific sieve size requirements. The document establishes measurement and payment procedures using decimal accuracy standards for various pay items, defines key terms specific to Forest Service projects, and includes illustrations of road structure components. All merchantable timber harvested during clearing and grubbing operations is designated as Government property and must be decked at specified locations. The U.S. Department of Agriculture Forest Service is the contracting federal agency.

(d) Compaction D. Compact to a density of at least 95.0 percent of the maximum density, as determined by AASHTO T 99, method C or D.

(e) Compaction E. Compact to a density of at least 95.0 percent of the maximum density, as determined by AASHTO T 180, method C or D.

For all compaction methods, blade the surface of each layer during the compaction operations to remove irregularities and produce a smooth, even surface. When a density requirement is specified, determine the in place density and moisture content according to AASHTO T 310 or other approved test procedures.
