About this file
This is a Questions and Answers document for the R3 National Forest's Roads IDIQ Multiple Award Task Order Contract (MATOC) solicitation. The document addresses three key inquiries regarding bonding requirements, subcontracting authority, and anticipated project scope and dollar ranges.
Performance and payment bonds will be required at the individual task order level rather than at the IDIQ contract level. Prime contractors are permitted to utilize qualified paving subcontractors provided all applicable FAR and Small Business Administration subcontracting requirements are satisfied. Future task orders will be similar in type of work to the Echo Amphitheater Pavement Preservation project seed project but will vary significantly in scope, complexity, and dollar value. The Government anticipates placing task orders ranging from $2,500.00 to $5,000,000.00. This MATOC is a 100 percent small business set-aside under NAICS code 237310 (Highway, Street and Bridge Construction) with a $45,000,000 small business size standard. The contract vehicle carries a shared $100,000,000 ceiling with an ordering period from October 1, 2026 through September 30, 2031, and the Government anticipates awarding up to 20 individual contracts under this solicitation.
