About this file
This is a Statement of Work (SOW) for the National Forest Service Road (NFSR) 307/310 Road and Parking Lot Reconstruction project located in the Kaibab National Forest, Tusayan Ranger District, managed by the U.S. Department of Agriculture Forest Service, Southwest Region 03.
The project encompasses resurfacing two gravel Forest Service roads and redesigning an existing parking area. The roads currently feature aggregate surfacing ranging from single-lane to one-and-a-half lanes and traverse relatively flat terrain with moderate slopes between 5-10 percent. Work includes reconditioning, surfacing, and drainage improvements, with heritage sites located approximately 1.5 miles east of the NFSR 307 and NFSR 310 intersection requiring special consideration. The parking area, currently surfaced in native material and poorly delineated, will be redesigned and resurfaced with gravel to improve efficiency, provide accessible spaces for tower amenities, and enhance site safety. All work must comply with FP-24 specifications and Forest Service Supplemental Specifications. Key tasks include untreated aggregate course construction with written roadbed approval required before placement, boulder placement for area delineation, ditch and shoulder reconditioning, roadbed reconditioning with specific depth and compaction requirements, aggregate surface reconditioning, cattleguard maintenance, and drainage structure cleaning. The government will furnish gravel material from Crazy Cow Pit, located approximately one mile west of the trailhead parking lot along FSR 307, for roadwork maintenance. The anticipated project duration is sixty days from Notice to Proceed. Deliverables include a Plan of Operations, Traffic Control Plan, Equipment Mobilization Notification, Storm Water Prevention Plan, and Contractor Quality Control Plan, all due 14 days prior to the prework meeting. Bi-weekly status reports are required every Friday at 5:00 PM Arizona time throughout the contract period.

General Information
1.0 Scope of Work
The National Forest Service Road (NFSR) 307/310 Road and Parking Lot Reconstruction project is a two-part project that includes the resurfacing of two gravel Forest Service roads and the redesign of an existing parking area. The roads currently have aggregate surfacing and range in width from single lane to one and a half lanes. These roads traverse terrain that is relatively flat with areas of moderate slope (between 5-10% roadway slope).
The roads portion of this project includes reconditioning, surfacing, and drainage improvements. Main areas of concern would be heritage sites that are located close to NFSR 307 approximately 1.5 miles east of the NFSR 307 and NFSR 310 intersection.
The current parking area is surfaced in native material and poorly delineated, which leads to user created parking spaces, unnecessary ground disturbance and compaction, and an overall lack of cohesion. This parking area will be redesigned and resurfaced with gravel to improve parking efficiency, provide accessible spaces for the tower and associated site amenities, and improve overall site safety.
Contractor Requirements
2.0 Technical Requirements / Tasks
All tasks and work must meet technical requirements according to FP-24 and Forest Service Supplemental Specifications.
Specific tasks include the following:
Parking Lot Improvements:
• Equipment for parking lot improvements will be inspected by the COR prior to work commencing.
• Untreated Aggregate Courses. This work consists of constructing one or more courses of aggregate on a prepared surface. Written approval of the roadbed is required before placing aggregate. For pit run or grid-rolled material, furnish material smaller than the maximum size, no gradation will be required otherwise. After processing on the parking lot, remove all oversize material from the road and dispose as directed by the CO.
• Boulders: Large boulders are to be placed to delineate the parking area and drives and prevent further ground disturbance.
Road Maintenance:
• Equipment for road conditioning will be inspected by the COR prior to work commencing.
After processing on the road, remove all oversize material from the road and dispose as directed by the CO.
• Ditch Reconditioning. Remove slide material, sediment, vegetation, and other debris from existing ditches and culvert inlets/outlets. Reshape ditches and culvert inlets/outlets to achieve positive drainage and uniform ditch width, depth, and grade. Dispose of waste at designated sites.
• Shoulder Reconditioning. Remove slide material, vegetation, and other debris from existing shoulders including shoulders in parking areas, turnouts, and other widened areas. Repair soft and unstable areas according to Subsection 204.07. Reshape shoulders to the widths and slopes shown in the plans. Dispose of waste at designated sites.
• Roadbed Reconditioning. Remove organic, deleterious, and material larger than 6 inches from the top 6 inches of subgrade. Dispose of waste according to Subsection 204.14. Repair soft and unstable areas according to Subsection 204.07. Scarify surface to a 6-inch depth. Remove irregularities and shape to a uniform surface. Finish earth surfaces to within 0.05 feet and rock surfaces to within 0.10 feet of required line, grade, and cross-section.
Compact according to Subsection 204.11.
• Aggregate Surface Reconditioning. Repair soft and unstable areas to the full aggregate surface depth according to Subsection 204.07. Scarify the thickness of aggregate surfacing material or to 6 inches, whichever is less.
Remove irregularities and shape to a uniform surface. Finish and compact the surface according to Subsection 302.05.
• Roadway Reconditioning. Perform applicable work described in Subsections 303.03 through 303.06. Maintain existing cross slope and crown or as shown in the plans. Remove cattleguard decks. Clean the deck and the area beneath the cattleguard of soil and other material to the bottom of the original foundation over the entire width of the installation. Dispose of waste at designated sites or according to Subsection 204.14. Reinstall the cattleguard deck.
• Cleaning Drainage Structures in Place. Remove foreign material within the structure and accessories by approved methods. Remove debris, vegetation, and earthen material that impedes inlet and outlet channel flow to the structure. Obtain approval from the CO before removing trees. Dispose of removed material according to Subsection 203.05. Regrade inlet and outlet channels at structures to provide positive drainage. Reshape inlet to direct flow into the structure entrance.
3.0 Government Furnished
This project will utilize a government-source gravel material located at Crazy Cow Pit which is approximately one mile west of the trailhead parking lot along FSR 307. This will be used on for the roadwork maintenance portion of this project.
