About this file
This is a Statement of Work (SOW) for the Echo Amphitheater Pavement Preservation project within the Carson National Forest's Canjilon Ranger District in northern New Mexico. The project encompasses the preservation and maintenance of approximately 7,100 square yards of existing pavement at the Echo Amphitheater Recreation Site parking lot and site entrance, including paved surface cleaning, asphalt crack and joint sealing, asphalt patching, asphalt slurry seal application, permanent pavement markings, and permanent traffic control signage. The work is located at coordinates 36.3587, -106.5215 and involves intersection improvements at US Highway 84. The contractor must ensure all equipment is clean before entering Forest Service land, obtain a New Mexico Department of Transportation permit for highway right-of-way work, and submit a spill containment plan prior to construction. No fuel storage is permitted on-site, and the contractor must provide all materials, labor, equipment, tools, transportation, and supplies necessary for completion.
The period of performance is 45 calendar days from issuance of the Notice to Proceed, with the site remaining open weekends and federal holidays. The project must adhere to FP Standard Specifications (FP-24 U.S. Customary Units) for road and bridge construction, Forest Service Supplemental Specifications (FSSS), and project-specific requirements. Key submittals required within 30 days of contract award include a Work Execution Schedule, Safety Plan, and Hazardous Spill Plan, with a Public Traffic Control Plan due 30 days prior to Notice to Proceed. The contractor must minimize work during unsuitable weather conditions, protect existing features from damage during slurry seal and asphalt placement, obtain water commercially at its own expense, and coordinate with the Contracting Officer and Contracting Officer's Representative regarding any campground closures with three-week advance notice.
