About this file

This document contains Forest Service Supplemental Specifications (FSSS) that modify the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-24, 2024 U.S. Customary Units) for the NFSR 307/310 Road and Parking Lot Reconstruction project on the Kaibab National Forest, Tusayan Ranger District, with a specification date of 02/03/2026.

The supplemental specifications establish Forest Service-specific requirements for road and parking lot reconstruction work, including modifications to standard definitions, measurement and payment procedures, and construction methodologies. Key specifications include: clearing and grubbing with merchantable timber designated as government property; untreated aggregate course placement with written roadbed approval required before aggregate placement, pit run material processing on-road with oversize material removal, and five compaction methods (A through E) with varying density and moisture requirements; road reconditioning including cattleguard deck removal and reinstallation; stockpiled aggregate management per MSHA 30 CFR Part 56 mining regulations; and surface gradation specifications for six aggregate types (F, G, H, S, T, U). The document establishes decimal accuracy standards for payment measurement across various units (acres at 0.01 precision, cubic yards at 0.1 to 0.01 precision depending on application, linear feet at 0.1 to 1.0 precision, and tons at 0.01 to 0.1 precision). Contract quantity adjustments are permitted only when errors exceed 15 percent or more. Government-furnished material sources must be developed and used per contract requirements, and excess materials produced from government lands become government property to be placed at approved locations at no additional cost.
