About this file

This is a Questions and Answers (Q&A) document for the R3 National Forest's Roads IDIQ Multiple Award Task Order Contract (MATOC) solicitation 127EAX26R0006. The Q&A addresses 15 inquiries from potential offerors regarding wage determinations, bid guarantees, past performance documentation, bonding requirements, and evaluation criteria for the solicitation.

Key clarifications from the Q&A include: the correct wage determination for the Arizona site is Heavy AZ20260007 Mod #2 (5/18/2026), not the Dam Construction wage determination; bid guarantees equal to 20% of individual seed project bid amounts (not the $100,000,000 MATOC ceiling) are required and will not be waived; Past Performance Questionnaires (PPQs) must be submitted by the individuals completing them and cannot be replaced by CPARS data, though CPARS may supplement information; offeror eligibility for one of the 20 IDIQ awards is independent of seed project performance and is based on technical merit, past performance, and price reasonableness; construction water must be purchased locally while government-sourced aggregates are provided at no charge; commercially-sourced aggregate base shall meet Gradation T per FSSS Table 703-1; the Grandview Lookout Parking Lot project has a 210-day period of performance and the Echo Amphitheatre project has a 90-day period; and missing solicitation attachments (labeled V2) are available on SAM.gov. The document also confirms that only the seed projects require bid bonds; no bonds are required to hold the IDIQ itself.

127EAX26R0006 R3 Roads MATOC Q&A #5

1. Respectfully, we wish to bring to your attention that the wage determination posted for the Arizona site is designated for Dam Construction Projects. We request that this classification be reviewed to confirm that it is the appropriate wage determination for the scope of work under this solicitation.

These wage rates are considerably lower than those contained in the other Heavy Construction wage determination for Coconino County (AZ20260056). While we certainly are not objecting to the lower wage rates, we want to ensure that the appropriate wage determination has been included in the solicitation so that all offerors are competing on a level playing field.

A: The Wage Determination Heavy AZ20260007 Mod #2 5/18/2026 is the correct wage determination for the project.

2. I do have a question on the Factor 4 V. it states a scanned copy of fully executed Bid Guarantee - Standard Form 24 and Power of Attorney. Where do I find that? Is it the Attachment 1 Task Order Proposal Request? If not, do I need to include that form?

A: The bid guarantee is something you would get from your bank, it is not attachment 1, and yes you would need a bid guarantee for any project you bid on. A bid guarantee is a security measure required in many public and private contracts to protect the project owner or government agency. It ensures that the bidder is serious and capable of fulfilling the contract if selected. If the bidder fails to execute the contract after being awarded, the bid guarantee can be used to cover the cost difference of awarding the contract to another party Reference: https://www.acquisition.gov/far/52.228-1

3. Also, on the Past Performance, on the form it says for the individuals giving the performance to email it to you, but in the solicitation it states that the offeror shall submit a copy of the PPQ form with Section A-D completed. Do I attach them to the bid or do I have that person email them to you?

A: PPQs should be emailed by the individual who completed the questionnaire. Not the Vendor.

4. Can CPARS be submitted in lieu of new PPQs?

A: No CPARS cannot be used in lieu of new PPQs. CPARs can be used to supplement information as seen in the below excerpt from Factor 3 Past Performance. However, the PPQs should be the primary source of information for past performance history.

Excerpt from Factor 3,“In addition to past performance information submitted by the offeror, the Government may use personal knowledge or information obtained from other sources, such as CPARS, Federal Awardee Performance and Integrity Information System (FAPIIS), or any other sources available to the Government, in its evaluation of an offeror’s past performance.

5. Will there be construction water available at the Grandview site?

A: Construction water will need to be purchased from one of the nearby towns – i.e. Tusayan, Valle

6. Will there be a charge for the government source aggregates at the Grandview site?

A: There will be no charge associated with government source aggregates

7. Is there a spec for the commercial sourced aggregate base?

A: The commercially sourced aggregate for the parking lot shall be Gradation T per FSSS Table 703-1

8. Do you have a copy of the current edition of the USDA Cost Estimating Guide for Road Construction you can share?

A: No

9. Our understanding is that the only bonding required at the time of bid for the MATOC is the bid bond for the TOPR that we are responding to. Is this Correct?

A: Yes, this is correct. The only bonding required is for task orders. There are two possible project you would need bonds for at the moment the Grandview Lookout Parking lot Kaibab NF and the Echo Amphitheatre Parking lot – Carson NF. There is no bond required to hold an IDIQ on the MATOC. Bonds are project specific throughout.

10. What is the period of performance for each of these two seed projects?

A: Grandview Lookout Tower Kaibab NF (Arizona) - 210 Days Echo Amphitheatre Carson NF (New Mexico) – 90 Days

11. RFI-Offeror Representations and Certifications- Per Factor 4 section, (c) Factor 4- Price Proposal Instructions

The following information is required to be submitted for a minimum of one (1) of the seed projects:

iii) Offeror Representations and Certifications – Complete the requested information in each applicable provision. Only return the applicable provisions, not the entire solicitation.

Offeror Representation and Certifications were not included with the attached Solicitation, please provide.

A. Representations and Certifications refer to the reps and certs found in SAM.gov describing your business entity. It would be found under Clause 52.212-3 on your SAM.gov entity information page.

12. I am bringing the missing attachments 4-6 on Sam.gov to your attention. They appear to have been deleted and unavailable for download. Can you please advise.

A: Please make sure you are looking at the most recent version. The screenshot you sent me is accurate that those were deleted. The new documents have the same file name, but I have V2 at the end. I can’t see the rest of your page though so it is possible you may need to scroll down further.

13. On Standard Form 1442, Block 13B, the solicitation indicates that a bid guarantee is required. In addition, Question & Answer #4 states that a bid guarantee equal to 20% of the bid amount is required for the seed projects. However, the solicitation identifies two seed projects, while the overall five-year contract ceiling is stated as $100,000,000. Based on the information provided, it is unclear whether the required bid guarantee is calculated based on the value of the seed project(s) included in the bid or the overall $100,000,000 contract value.

A: The bid guarantees are for 20% of the seed project values (bid amounts) not the overall MATOC amount.

14. Regarding the solicitation for the NFSR 307-310 Road and Parking Lot Reconstruction, we respectfully request clarification on the evaluation metrics separating the initial seed project from the IDIQ pool selection. Specifically, is an offeror's eligibility for one of the twenty (20) IDIQ awards dependent upon being a low bidder on the seed project, or will the IDIQ pool be evaluated independently based on technical merit and overall price reasonableness?

A: An offeror’s eligibility for an IDIQ award is not dependent on being a lower bidder on the seed project. An offeror’s eligibility for an IDIQ is dependent on submitting an offer that has sound technical expertise, relevant past performance, price reasonableness, and anything else found in the evaluation section of the Solicitation.

15. Given that the primary intent of this solicitation is to establish a long-term IDIQ with multiple awardees, would the Government consider waiving or reducing the bid bond requirement for the initial seed project phase?

A: The bid bonds will not be waived or reduced.
