About this opportunity

Fermi National Accelerator Laboratory seeks fabrication and installation of a Low Conductivity Water piping system in the F-37 Building pump room at its Batavia, Illinois facility, with proposals due November 19, 2026, at 2:00 p.m. CDT and questions due November 5, 2026, at 4:00 p.m. CDT. This is an unrestricted procurement with a small business size standard of $19 million; NAICS code 23822, Plumbing, Heating, and Air-Conditioning Contractors; PSC K056.

The mandatory pre-proposal meeting and site visit is October 27, 2026, at 10:00 a.m. CDT. Offerors must submit Access Request forms at least seven days in advance and provide valid REAL ID-compliant identification; attendees must be U.S. Citizens. The site is a secured DOE facility with restrictions on weapons, explosives, controlled substances, and smoking; all vehicles are subject to search.

Work encompasses supply and installation of all piping, valves, instrumentation, structural supports, and electrical components for the LCW system serving two 50 HP centrifugal pumps, a shell-and-tube heat exchanger, a 250-gallon expansion reservoir, and process equipment including deionization skids and particulate filters. Installation specifications require ASME B31.3 Process Piping and ASME Boiler and Pressure Vessel Code compliance using ASTM A312 304/304L stainless steel pipe rated 150 PSIG and 200°F. All welding requires Procedure Qualification Records and Welder Performance Qualifications approved by Fermilab before work begins, with internal argon gas purging mandatory during welding. The piping system must undergo preliminary pneumatic pressure testing at 12 PSIG followed by hydrostatic testing per FESHM 5031.1 and FESHM 5034, overseen by Fermilab Test Coordinator and witnessed by ES&H representatives.

Offerors must demonstrate at least ten years of comparable contracting experience (firm or key personnel), relevant past project experience, and compliance with applicable safety codes and standards. Performance bond and payment bond of 100 percent are required if the contract exceeds $150,000 and $35,000 respectively. A bid guarantee of not less than 20 percent of the bid price (not to exceed $3 million) is required with the proposal. A small business subcontracting plan is required if the awardee exceeds $19 million in size and the subcontract exceeds $750,000. The subcontract is subject to Davis-Bacon prevailing wage determinations with weekly certified payroll submissions through LCPTracker.

Evaluation uses lowest price-technically acceptable based on past performance and technical qualifications. The subcontractor must provide comprehensive quality control and quality assurance plans, maintain detailed project schedules with defined milestones, submit shop drawings and as-built documentation, and comply with Fermilab Environmental, Safety & Health Manual requirements including 10 CFR 851, OSHA standards, and task-specific Job Hazard Analyses. All contractor personnel must complete Subcontractor Orientation and General Employee Radiological Training and obtain identification badging. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automobile Liability ($1,000,000), Excess Liability ($1,000,000 for subcontracts under $3.5 million), Workers' Compensation with statutory limits and $1,000,000 Employer's Liability, and Contractor's Pollution Liability ($1,000,000 per occurrence and aggregate).
