Summary

This is a Quality Requirements specification section (014100) for construction subcontracts at Fermilab (FRA). The document establishes mandatory quality control and quality assurance protocols that subcontractors must implement to ensure compliance with subcontract requirements. Subcontractors are responsible for all quality management activities including safety, submittal management, testing, inspection, and documentation for work performed on-site and off-site by their organization, suppliers, sub-tier contractors, laboratories, and consultants. Two distinct plans are required: a Corporate Quality Assurance Plan that must be submitted with the bid or proposal (failure to submit constitutes a non-responsive bid), and a Project Quality Control Plan that must be delivered to the Procurement Administrator within 10 working days of subcontract award for FRA review and acceptance within 5 working days.

The Project Quality Control Plan must identify quality control personnel with defined qualifications, duties, responsibilities, and authorities, including designation of a Project Quality Control Manager who serves as the primary quality contact. The manager is responsible for implementing the plan, interfacing with the Construction Management Office, maintaining quality records, reviewing shop drawings, attending all preparatory and construction meetings, ensuring required testing is performed, maintaining a deficiency/nonconformance list, preparing daily quality control reports, and participating in final inspections and punch list activities. The plan must also include control, verification, and acceptance testing procedures for each specific test; procedures for tracking preparatory, initial, and follow-up control phases; and identification of all definable features of work with separate control requirements. FRA reserves the right to require modifications to the PQC Plan and contractor operations as necessary to obtain specified quality standards, with conditional acceptance predicated on satisfactory performance during construction.
