About this opportunity
The Air Force Research Laboratory seeks research and development on pioneering aerospace capabilities through a 20-year Broad Agency Announcement with rolling white paper submission through May 10, 2043, and calls issued at the government's discretion with individually specified proposal deadlines.
This is an unrestricted, two-step open BAA with calls. Place of performance is the United States. The procurement covers multiple technical areas including high-speed systems, power and controls, strategic planning and analysis, air-breathing engine technologies, air vehicle technologies, aerodynamics, airframe structures, aerospace fluids, thermal systems, mission systems, navigation, autonomy, ordnance research, and transdisciplinary analysis and design optimization. White papers are limited to 5 pages in Microsoft Word, 10-point Arial, double-spaced, 1-inch margins, submitted electronically to AFRL.RQ.PACERBAA@us.af.mil. Technical and management proposals are limited to 25 pages plus a 10-page statement of work; cost and business proposals have no page limits. The NAICS code is 541715 (Research and Development in Physical, Engineering, and Life Sciences). Individual awards carry a $500 million ceiling, with cumulative awards per call capped at $500 million. The government anticipates multiple awards of varying duration and value using cost-reimbursement contracts (Cost Plus Fixed Fee, Cost Reimbursement, Cost-Sharing), firm-fixed-price contracts, grants, cooperative agreements, or Other Transactions, at its discretion. Small businesses are encouraged; cost sharing is not required. Foreign nationals may be employed but are limited to public domain information unless proper ITAR/EAR licenses are obtained. Eligible offerors include contractors, FFRDCs (subject to FAR 35.402 compliance), and government agencies. All offerors must maintain active SAM.gov registrations and submit approved DD Form 2345 (Militarily Critical Technical Data Agreement) if applicable. Security Risk Reviews apply to all selectable proposals per AFRLI 61-113, requiring submission of Research and Related Senior/Key Person Profiles, Security Program Questionnaires, and Privacy Act Statements for covered individuals. Proposals are evaluated on technical merit (innovative approach, scope understanding, approach soundness, transition potential) weighted as first priority, followed by cost realism. Past performance evaluations via CPARS are required for R&D efforts funded with Budget Activity 6.4+ exceeding $1 million. Work involving Covered Defense Information or Controlled Unclassified Information requires DoD Cybersecurity Maturity Model Certification (CMMC) compliance. Deliverables include scientific and technical reports, funds and expenditure reports, status reports, presentation materials, technical information reports, computer software products, test plans, material and processing data packages, system/subsystem design descriptions, and technical data packages, with frequencies and submission methods detailed in individual RFPs or calls.
