About this opportunity

The Air Force Technical Application Center (AFTAC), part of the Department of the Air Force Air Combat Command, is seeking research, development, test, and evaluation (RDT&E) proposals through a Broad Agency Announcement (BAA) for advanced technologies supporting nuclear treaty monitoring and counter-proliferation efforts. The BAA covers eight specific technology topics, including geophysics, seismology, atmosphere and space technologies, directed energy weapons, nuclear materials analysis, enterprise integration, asset lifecycle management, and high-performance cloud computing solutions. Proposals will be evaluated through a two-phase submission process, with initial Phase I submissions requiring a quad chart and white paper, followed by invited full technical and cost proposals in Phase II. Evaluation criteria will focus on technical merit, importance to agency programs, and fund availability, utilizing a peer or scientific review methodology. The solicitation is open from April 25, 2024, with a closing date of April 24, 2029, representing a substantial window for potential contractors to submit innovative technological solutions.

The solicitation is not set aside for any specific group and is open to a wide range of potential contractors in the professional, scientific, and technical services sector. Anticipated contract awards will range from $150,000 to $5,000,000 per effort, with performance periods spanning 1-5 years. The primary place of performance is Patrick Space Force Base in Florida, though the nature of the research may involve broader geographical engagement. This is a follow-on solicitation to the AFTAC_BAA_2023, indicating ongoing investment in advanced technological research and development. Awards will be made through contracts or other transactions as defined under 10 U.S.C. 2371b, providing flexibility in the funding and execution of selected projects. The BAA represents a significant opportunity for organizations with capabilities in advanced detection technologies, nuclear-related research, and enterprise technological solutions to contribute to national defense and security objectives.
